- I. INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. II GENERAL A. The Proton Exchange Membrane Fuel Cell Power Generators/Modules are required to be able to function under hydrogen/air gas mixtures as well as tolerant to gas mixtures from a hydrocarbon reformer capable of providing a hydrogen-rich reformate. The me dium to short term goal is for the Fuel Cell Power Modules( FCPMs) to operate on a reformate stream that contains less than 10 ppm CO and 100ppb sulfur. Also the FCPG or FCPMs should be capable of operating in a pure hydrogen approximately 99.99%/air en vironment as well as simulated reformate streams detailed above. The reformate stack is required for laboratory testing and verification testing. The reformate fuel cell stack will support the JP8 reformation efforts set to begin in 2006. This will allo w TARDEC to verify the results obtained from the reformer built in Phase I under contract and the reformer fuel cell stack is required to produce at least 5kW to a maximum of 10kWof net continuous DC power. The Contractor shall furnish one or more FCPMs capable of operating on hydrogen/air and or reformate streams mentioned above for on-site commissioning and operation at TARDECs test facility in Warren Michigan. The contractor will provide training on its set-up, operation and key safety training as well as a commitment to assist in any software and hardware issues that may arise with the FCPM. The FCPMs will be designed to meet the requirements detailed below. Performance Operating Net Rated Output 5kW to 10Kw Voltage +23Vdc to + 28Vdc Current 0 to 215 amps & 5kW 0 to 350 amps- 10kW Operating temperature range -40C to 45C Orientation Horizontal Time to start to idle ~ 30 seconds Time from idle to Net rated power in less than 5 seconds Appearance/Form/Fit System modular, rack mounted for demonstration and modification desirable, easily removed panels for display. Fuels 1) Gaseous Hydrogen 99.99% Supply Pressure 75+/- 20 psig Consumption 40slm at `~3 kW to 155 SLPM at ~ 10kW 2) Hydrogen Reformate (no air bleed less than 5ppm CO, less than 100ppb) sulfur Hydrogen 99.985% Air bleed, anode side (less than 50 ppm CO2, less than 100 ppb sulfur) 2A) Gas Pre-conditioner allowed, with warning, e-stop if scrubber//polisher is saturated at levels stated. 3) Air Delivery (Chemical/particulate filter required) Maximum flow rate ~450 slpm-5 kW, ~ 900 slpm-10 kW Cooling System Requirements Heat Rejection, Max power 7.5kw for 5kW FCPM, 15kW for 10KW Operating temperature(C) -40 to 45 C Gaseous Hydrogen & Hydrogen Reformate Operation Ambient Temperature -35C to 45C Relative Humidity 0-95% non-condensing Electrical Input Start-up battery 12 VDC preferred Control & Communication Interfaces Microprocessor w/diagnostics LED alarm panels, operation, e-stops (Key functions, DC overload, FCPM pressure, temp alarms, cooling etc) Ethernet, RS-232, digital form C output/ CAN Bus Emissions H20 Between 2-4 liters/hr CO, NOx, Sox less than 1 ppm Audible noise ~ 60 dba Sensors H2 gas sensors on FCPM, ceiling Engineering/Software Support Support software changes for FCPM with test sand TBD Training & Installation Provide 2 days of on-site training during installation/start-up Semi-annual Overhaul/Inspection Conduct semi-annual inspection TBD Delivery Include Shipping to: US Army TACOM 6501 E.
