Description
Headquarters, US Army Field Support Command (AFSC) is seeking possible sources of supply for the Fiscal Year (FY) 2007 through Fiscal Year 2011 acquisition of various dyes for M18 colored smoke grenades. Approximate quantities of dye (in pounds) are as follows. (1) Dye, Solvent Green 3, FY 07=18,737 lbs, FY 08=33,868 lbs, FY 09=17,630 lbs, FY 10=14,416 lbs, FY 11=10,874 lbs (Total for FY 07 through FY 11 = 95,525 lbs). (2) Dye, Solvent Yellow 33, FY 07=37,782 lbs, FY 08=63,748 lbs, FY 09=39,388 lbs, FY 10=44,2 89 lbs, FY 11=58,671 lbs (Total for FY 07 through FY 11 = 243,878 lbs). (3) Dye, Disperse Red 9-Dextrin, FY 07=12,550 lbs, FY 08=22,533 lbs, FY 09=22,754 lbs, FY 10=21,619 lbs, FY 11=21,933 lbs (Total for FY 07 through FY 11 = 101,389 lbs). (4) Dye, Mi x, Violet Metric, FY 07=16,568 lbs, FY 08=18,047 lbs, FY 09=10,720 lbs, FY 10=9,620 lbs, FY 11=9,589 lbs (Total for FY 07 through FY 11 = 64,544 lbs) The dyes acceptance is based on a First Article test (FAT) described in the following individual specifications. The FAT sample and the deliverables must come from the same production line. Dye, Mix, Solvent Green 3 - MIL-D-3277E, Level B Packaging Dye, Mix, Solvent Yellow 33 - DODD-51485A, Level B Packaging Dye, Disperse Red 9-Dextrin - MIL-D-3718C, Level B Packaging Dye, Mix, Violet Metric - MIL-D-3691D, Level B Packaging. The CAS numbers are provided to facilitate proper information. The CAS #'s are: Solvent Green 3 - 128-80-3; Solvent Yellow 33 - 8003-22-3; Disperse Red 9 - 82-38-2; Violet Dye - Blue Dye - 81-63-0; and Red Dye 82-38-2. Note the maximum allowable dextrin content in Viole t and Red dye mixes are 15 percent and 10 percent, respectively. In addition to the manufacturing capability, the government seeks the potential sources with the capacity to provide the technical and engineering support for production, colored dye improvement e.g. environmental alternatives, performance enhancements, pr ocess solutions and price reductions. Your response should address the foregoing. The respondent should also include past experience with like dyes and include a typical product specification complied with, and allowable impurities and any other inert contents. The respondent shall indicate if each specified dye is being produced solely by itself or a refined product from another source. One solicitation will be issued for all four dyes and will be subject to the Trade Agreements Act (Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.225-7021). Interested sources need to submit terms and conditions, delivery schedule fo r FAT, warranty information, above technical description and cost estimates for budgetary purposes only. Also request you provide recommendations for the most advantageous delivery schedules to include monthly delivery of all four dyes. There is no firm requirement for these dyes. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The information you provide will only be utilized by AFSC in developing its acq uisition approach for future requirements.
