- A MARKET SURVEY is being conducted to determine if there are adequate SBA Hubzone certified, SBA 8(a) certified, or Service Disabled Veteran Owned small business contractors for this proposed project which meet the specific criteria for a competitive set-aside award. The proposed contract will be for construction of a new 40,000 square foot, 300 member U.S. Army Reserve Center, a 5,000 square foot Organizational Maintenance Shop (OMS) and a 1,800 square foot Unheated Storage Building. The buildings will be permanent construction with reinforced concrete foundations and floors, structural steel frames, insulated masonry veneer exterior walls and metal roofing. The facility will have simple and efficient mechanical and electrical systems. Supporting facilities will include paving, fencing, site improvements, and extension of utilities to serve the project. This project is planned for advertising in October 2006, with award scheduled in December 2006. Contract duration is 500 days. NAICS Code is 2362 20. The estimated cost range is between $10,000,000 and $25,000,000. 20% of the work must be self-performed. All interested SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail, email or fax within 15 calendar days of the posting date of this announcement before 4:00 PM Louisville time. Responses should include: (1) Identification of the company as either a SBA HUBZONE certified, SBA 8(a) certified or Service Dis abled Veteran Owned small business, (2) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope and dollar value. Projects considered similar to thi s project include Army Reserve or National Guard armories, schools, office buildings, vehicle maintenance facilities, etc., the percentage of self-performed work, what work was self-performed, and the performance rating for the work, (3) Letter from bondin g agency indicating performance and payment bonds approval for a project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors do not respond this planned action may be an unrestricted competitive procurement. NOTE: This is not a Solicitation Announcement or Request for Proposal, nor does it constitute any commitment by the Government. No award will result from this Market Survey. The purpose is to conduct market research to gain knowledge of potentially qualified sources.
