Description
The U.S. Army Corps of Engineer, New Orleans District, is seeking all sources who can provide the fabrication and delivery of one right hand and one left hand pintle socket casting using the government-furnished patterns as described in the following requirements. The patterns are located at Port Allen Lock, 2101 Ernest Wilson Dr, Port Allen, La, 70767. Upon award, the contractor will pick up the patterns at Port Allen Lock. The contractor shall perform minimal repairs to the patterns due to previous damage from shipping and/or storage. The contractor shall also fabricate and use new mounting board(s) for the patterns. The drawing attached shall be used for reference only as it shows finished machine dimensions and the machining portion of the project is not included in this contract. The castings along with the patterns and new mounting board(s) shall be delivered to Port Allen Lock upon completion of work. CASTINGS Casting material shall at a minimum meet the requirements of ASTM A-148 Grade 80/40. Each casting will weigh approximately 1500 lbs. Each casting shall bear cast or stamped mark numbers as well as cast or stamped heat numbers. Deviations from the dimensio ns of castings dictated by the government-furnished patterns shall not exceed amounts that will impair the strength of castings by more than 10 percent as computed from the pattern dimensions. Castings that are warped or otherwise distorted or that are ove rsize to an extent that will interfere with the machining process or proper fit with other parts of the machinery or structure will be rejected. The structure of metal in castings shall be homogeneous and free from excessive nonmetallic inclusions. Excess ive segregation of impurities or alloys at critical points in castings will be cause for rejection. Repairs to castings shall not be made prior to approval. Minor surface imperfections not affecting the strength of casting may be welded in the green if ap proved. Surface imperfections shall be considered minor when the depth of the cavity prepared for welding is the lesser of 20 percent of the actual wall thickness or 1-inch. Defects other than minor surface imperfections may be welded only when specifica lly authorized in accordance with the following requirements: (1) The defects have been entirely removed and are judged not to affect the strength, use or machinability of the castings when properly welded and stress relieved. (2) The proposed welding procedure, stress relieving and method of examination of the repair work have been submitted and approved. Repairs shall be in accordance with ASTM A 488. INSPECTION The contractor shall pass 100% of government-required inspections. The contractor shall perform 100% visual inspections of each casting as per MSS-SP-55. The contractor shall perform 100% magnetic particle inspection of each casting as per ASTM E 709. The Contractor shall perform 75 % radiographic inspection of each casting as per ASTM E 94. Radiograph film shall be in the density range of 1.5 to 4 H&D with a 2-2T Quality Level. The castings shall be unacceptable if shown to have defects of greater severi ty than the applicable reference standard specified in the following table: DISCONTINUITYCATEGORY SEVERITY LEVELS A 4 B 4 C 4 D * E * F * G * * Discontinuities in Categories D through G are not allowed except as noted in paragraph 3.2.1, above. The results of the radiographic inspection shall be submitted to the Contracting Officer as soon as possible. Depending upon the defects found in a casting, the Contracting Officer may require the Contractor to perform radiographic inspection on the remai ning 25 percent of that casting. Standards of acceptance shall be in accordance with the provisions of ASTM E 446, ASTM E 186 and ASTM E 280. The evaluation of the radiogr aphs shall be subject to the approval of the Government Representative and all records shall become the property of the Government. Are you 8a eligible and currently registered with the Small Business Administration? 6. Time required to fabricate the pintle socket. The period for demonstrating interest for the proposed acquisition closes at 1:00 P.M. on March 31, 2006. The applicable North American Industry Classification System (NAICS) code is 331511 and the small business size standard is 500 employees. The requ irement will be procured on a firm fixed price basis.
