Description
The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) ALL SEED WILL BE TESTED BY BLM PRIOR TO ACCEPTANCE (a change from the last 2 buys where certified seed was accepted without further testing). The certified seed lot must have passed a western states noxious weed seed test. A certified seed lot must meet or exceed the seed quality standard in the Contract for purity, germination or TZ, no noxious weed seed, <0.5% weed seed, and <2.0% other crop seed by weight. Seed may be sampled within 12 hours of delivery and tested by a registered seed technologist to meet the contract seed moisture allowance if applicable. 4) Other evaluation factors include past performance. 5) Delivery dates will be stated in the solicitation but are estimated to be 5/23/2006. 6) Offers may be made in ANY amount for the varieties specified. The total estimated amount of seed is 350,390 lbs.; however, BLM reserves the right to award up to 402,950 lbs. of seed (additional 15% in total against any of the items listed in the schedule). 7) Based on seed availability and considerations given to seed certification, seed preference, and price the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. Substitutions may be proposed and awarded where indicated in the solicitation. 8) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 9) Awarded dollar amount will be based on the bulk price per pound. 10) All seed shall be in 50 lb. bags, unless other bag size standards for a particular species, or "non-standard" is specified in the solicitation. 11) Germination for all seed will be determined by tetrazolium tests (TZ). Moisture content of all Sagebrush and Gardner's Saltbush as delivered to the Government shall be less than or equal to 12% by weight. Moisture content of all other seed as delivered to the Government shall be less than or equal to 11% by weight. 12) Seed shall be delivered to the following locations: Boise, ID = RSW; Shoshone, ID = SHO; Ely, NV = ELY; Elko, NV = ELKO; Las Vegas, NV = LVFO; St. George, UT = AZS; Canon City, CO = CAN. Prices shall be based on delivery to any of these locations (F.O.B. destination).
