Description
The Bureau of Reclamation, PN Region, has a requirement for Hydromet Direct Readout Ground Station Upgrade. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR 12.6, and FAR 13, as supplemented in accordance with the format included in this notice. This announcement constitutes the solicitation. The Request for Quotes (RFQ) is being issued as 06SQ107490; and proposals (including the completed Offeror Representations and Certifications-Commercial Items) are due COB March 23, 2006. The RFQ incorporates revisions and clauses in effect through FAC 2005-7. This is a total small business set- aside. The NAICS code is 541710, the small business standard is 500 employees. Contact Sue Fraser at 208-378-5103 or sfraser@pn.usbr.gov. THE REQUIREMENT: 1 job: Supply and Install Hydromet Direct Readout Ground Station Upgrade. Background: The Bureau of Reclamation operates an aging Direct Readout Ground System (DRGS) as a key component of the Hydromet data collection system. The existing DRGS includes a mix of 1980's-vintage Sutron equipment and 1990's-vintage Vitel equipment. All existing demodulators communicate through multiplexers and RS-232 interfaces to an HP Alpha DS15 computer system running the VMS operating system and Sutron DMS software. In addition, an Ilex Engineering LRGS system is presently used as a backup receive system for 100-baud channels, and as the primary system to obtain "High Data Rate" (300-baud) stations that are not compatible with the existing DRGS. Custom software feeds the LRGS messages to the DS15 computer through TCP-IP. The new DRGS will send GOES DCS messages to the existing LRGS using the DAMS-NT protocol. Existing Equipment: The following equipment is presently installed at Reclamation's Boise DRGS facility and will be available for use with the new equipment: 7 meter C-Band satellite antenna tuned to the GOES West satellite. Two RG8U coaxial cables from antenna to receiver location (approx 300 ft.) 110 VAC and 220 VAC Power available at antenna TrueTime GPS clock, model Xli, supporting NTS Network Time Service Protocol RG59 coaxial cable from Truetime clock to roof-mounted GPS antenna (approx 200 ft.) 19-inch rack mount cabinet Ilex Engineering LRGS system Network access, Ethernet 100 Mbps, at receiver location. Outdoor equipment is located in a fenced area of the office parking lot. Indoor equipment is located in a climate and security controlled computer room on the ground floor of the office building. Conduit (3 inch) is available in a direct run from the antenna pad to the computer room, approximately 300 feet in length. The following equipment and services are required from the vendor: GOES DCS receiver and demodulation equipment to support a minimum of 32 channels (100 or 300 baud) simultaneously. LNB/LNA/Downconverter as necessary to support vender-provided receiver and demodulation equipment. DAMS-NT message protocol support, for sending GOES DCS messages to existing Ilex LRGS system. Receiver to be compatible with the newly-implemented secondary DCS pilot signal. Highly accurate message time-stamping capability, using existing Truetime equipment or a vendor-provided alternative GPS time source. Control software as necessary to configure, monitor and manage demodulator equipment. Software to be Red Hat Linux, Windows XP, or Alpha VMS compatible. Installation and testing of system at Reclamation's PN Regional Office in Boise, ID. Training of Reclamation staff in configuration, operation, and troubleshooting of vendor-provided equipment.
