NAICS CODE: 237110, Water and Sewer Line and Related Structures Construction SMALL BUSINESS SIZE STANDARD: $31.0 million TITLE OF PROJECT: Replace Non-Compliant Cesspools GENERAL: The National Park Service (NPS), Department of Interior (DOI), is soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format. Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes for this specific solicitation, will need to subscribe to this solicitation at http://ideasec.nbc.gov. ANTICIPATED SOLICITATION ISSUED DATE: March 31, 2006 ANTICIPATED PROPOSAL RECEIPT DATE: May 1, 2006. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. DESCRIPTION: The work of this contract consists of the replacement of 21 large-capacity cesspools with wastewater disposal systems meeting current environmental standards. The replacement systems consist of septic tanks ranging in size from 1,500 gallons to 4,000 gallons along with new leach fields and/or seepage pits. The project will include the closure of the existing cesspools in accordance with State of Hawaii, Department of Health regulations. The contract may include the replacement of one additional cesspool at the Kalaupapa Airport for the Hawaii Department of Transportation. Due to current State of Hawaii regulations, the contractor for the project must be certified by the State to perform the work in accordance with the Clean Water Act. For this reason, it is deemed imperative that any firm considered must be experienced in the closure of cesspools and in constructing new wastewater disposal systems of the type to be constructed by this project. TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. ESTIMATED PRICE RANGE: $2,000,000.00 to $3,500,000.00. TIME FOR COMPLETION: 335 calendar days. The National Park Service encourages participation of small, small-disadvantaged, service-disabled veteran-owned, and women-owned business enterprises. All responsible sources may submit an offer that will be considered.
