Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, St. Inigoes, MD intends to issue a Basic Ordering Agreement (BOA) for the duration of three years with BAE Systems Information and Electronic Systems Integration Inc., Communication, Navigation, Identification and Reconnnaissance Division, 450 Pulaski Road, Greenlawn, NY 11740-1606. The requirements of the BOA is for acquisition of materials and services necessary for the repair, replenishment, and engineering services to maintain the Digital Interrogator Set, AN/UPX-37 and its subassemblies. This system is the primary interrogator set deployed on all surface mavy and at all Naval Shore Stations for Air Traffic Control and Combat Identification functions. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR Part 6.302-1, only one responsible source. BAE Systems is the designer, developer, and Original Equipment Manufacturer (OEM) of the Interrogator Set AN/UPX-37, including its subassemblies. BAE is the only known source possessing the required knowledge of the equipment to identify faults, make needed repairs, and provide the high level system engineering and spares support required for the system. THIS NOTICE IS NOT A REQUEST OF COMPETITIVE PROPOSALS. Interested parties may submit information, no later than 30 days after this synopsis is published, which will be considered by this agency. A determination not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the government. Services to be performed under the proposed BOA will span a period of three years tentatively beginning date of award. The applicable North American Industry Classification System (NAICS) Code for this action is 541330, size-standard of 750 employees.
