- The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement to procure TC-150M Multi-Band amplifiers on a sole-source basis in accordance with the statutory authority permitting other than Full and Open Competition in 10 USC 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The required items will be procured on a Firm-Fixed Price basis, and the award will be processed in accordance with the procedures at FAR 13.5. The resultant contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum quantity of seven (7) and a maximum total quantity of twenty-seven (27). The intended source is Talla-Com Industries located in Tallahassee, FL. Talla-Com is the sole manufacturer and distributor of the required amplifiers. These amplifiers are required for integration into the Joint Base Station (JBS) System that has been designed around the Talla-Com amplifier, as it was the only design able to meet all of the JBS System requirements at the time of the initial design. An industry review did not reveal any other products capable of meeting all of the Government?s requirements. Procuring amplifiers from an alternate source would cause the Government to incur costs associate with: nonrecurring engineering (NRE) to modify the current design of the JBS systems, labor and materials to build new mounts to replace the existing ones, test and validate the functionality of the alternative solution with the JBS systems, and logistics support to design new cases and drawings, recreate user documentation, revise training packages, and Configuration Management (CM) over a ten (10) year life cycle for these systems. For these reasons, only the TC-150M Multi-Band amplifiers are capable of fulfilling the Government?s requirements. This procurement is not set-aside for small business concerns. The associated NAICS code for this procurement is 334220 with a size standard of 750 employees. The reference number for this notice is N00421-06-T-0113.
