Description
FISC Norfolk Contracting Department, Philadelphia Office intends to acquire continued development and deployment of the Law Enforcement Information Exchange (LInX) Program in support of the Naval Criminal Investigative Services (NCIS) for the following sites: Washington State, Hawaii, Hampton Roads, Texas, Florida/Georgia and the National Capital Region. NCIS is collaboratively engaged with local and state law enforcement agencies to share criminal records management and investigative information so as to affect a major impact on officer and public safety, by insuring immediate access to information that will deter criminal and terrorist related activities in applicable regions. The LInX System fully integrates law enforcement data from all participating agencies into a single regional database. The Government intends to acquire these services on other than a full and open competitive basis with Northrop Grumman Information Technology (NGIT), 7575 Colshire Drive, McLean, VA 22102 under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, as implemented by FAR 6.302-1. The LInX System services are required for an interim period encompassing 01 May 2006 through 01 November, plus three one, month option provisions to extend the term of the procurement through 01 February 2007, in order to bridge the expiration of the current DISA Encore Task Order DCA200-02-D-5010/0105 with NGIT through award of a competitive follow-on acquisition. During this interim period, the LInX Program is to be completed or at initial operating capability (IOC) for the aforementioned sites. Completed is defined as encompassing such functions as: all data to be shared has been extracted, mapped, gone through IV & V testing as well as testing at NCIS, program is loaded into production, etc. Award of a Labor Hour contract is anticipated for the interim period described above commencing 01 May 2006 through 2006 through 31 January 2007, if all options are exercised. This notice of intent is not a request for competitive proposals. A subsequent synopsis for the competitive LInX acquisition will be issued under a separate FEDBIZOPPS notice by FISC Norfolk Contracting Department Philadelphia Office at a later date. This competitive follow-on acquisition will result in an Indefinite Delivery, Indefinite Quantity type contract and will require the maintenance of the LInX Program within the aforementioned sites, as well as the deployment and operation of the LInX Program at a minimum of three new sites including, but not limited to, New London/Groton, New Mexico, and San Diego. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
