Description
NAICS Code: 541618 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), Energy Supply and Industry Branch (ESIB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures to In-Town Consulting, of Denver, CO. The purpose of this acquisition is to obtain support for the Green Power Leadership Awards to be held at the 2006 Eleventh National Renewable Energy Marketing Conference in San Francisco, CA on December 6, 2006. Under this order, and in conjunction with support from the U.S. Department of Energy, In-Town Consulting will design and implement a national awards program to recognize leading green power purchasers and suppliers. The competitive awards will recognize outstanding commitments and achievements in the green power marketplace in various categories for purchasers, suppliers and market development. This recognition program plays an integral role in furthering CPPD's mission to reduce greenhouse gas emissions by supporting environmentally preferable renewable energy sources with significantly less air pollution. Tasks under this purchase order will include working with national experts and members of the green power industry to update operating procedures and criteria for each award category and the award process; developing a web-based call for nominations; identifying and retaining an evaluation committee; processing all nominations received; creating evaluation materials and facilitating two evaluation panels which will select award winners; communicating with nominees and winners; developing and producing ceremony materials, developing press releases and other media materials; developing all necessary materials for the awards ceremony; on-site implementation of the awards ceremony; and follow up with media contacts and winners. It has been determined that because of In-Town Consulting's unique working relationships that enable it to engage technical experts and members of the green power industry, which furthers its ability to produce and implement a quality national awards event, it is uniquely qualified to satisfy the Government's requirement. In addition, In-Town Consulting has demonstrated extensive experience in planning and implementing methodologies for technical award criteria, has demonstrated specific capabilities to implement web-based outreach activities, and has an extensive capacity to develop, manage and disseminate the required event information and materials as they relate specifically to renewable energy partners. The North American Industry Classification System (NAICS) code for this procurement is 541611. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response which, if received by the response date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
