General Services Administration Performance Work Statement (PWS) For PBX Maintenance GSA/Federal Technology Service, Network Services Division Northwest/Arctic Region 1.0 General. PBX Maintenance and Support Services. 1.1. Introduction. The General Services Administration (GSA), Federal Technology Service (FTS), Network Services Division, Northwest Arctic Region, has a requirement for operation, maintenance and management services of a Government-owned PBX within the municipality of Fairbanks, Alaska and the Fairbanks North Star borough. 1.2. Background. GSA/FTS, Network Services Division has a Nortel Meridian Option 61C PBX (software release 23.37, Serial Number 3650) currently installed at 101 12th Avenue, Fairbanks, Alaska and a remote peripheral device located at 2175 University Avenue, Fairbanks, Alaska. As of February 2006, there are an approximate total of 488 active line/trunk ports, however, we anticipate that this number will decrease to approximately 428 active line/trunk ports midway through the base year of this contract. Maintenance coverage shall include all cards, associated power supply systems (batteries and chargers), and optional maintenance for cable and station, data, all related peripheral equipment (located within the municipality of Fairbanks and the Fairbanks North Star borough), software/hardware presently installed including the Meridian Voice Mail (software release 12.11.3) with four ports. 1.3. Objectives. Telephone service shall be available 24 hours a day/7 days a week and meet a P.01 grade of service, and meet or exceed 99.999% system availability. (Section 4.2) Service changes shall be accomplished within the timeframes required by the Government. (Section 4.4). 1.4. Scope. The Contractor shall be responsible for maintaining the PBX and providing support services. The Contractor shall maintain the PBX in accordance with Original Equipment Manufacturer (OEM) specifications and comply with industry standards, codes and Government (local, state, and Federal) regulations. Throughout this SOW, the term OEM refers to Nortel. The Contractor shall also follow commercial practices to the greatest extent possible. The Contractor shall interface with other telephone service providers to coordinate service changes and resolve service problems. The Contractor shall accept requests for adds, moves, changes, and disconnects and complete all work within established timeframes or as mutually agreed (Section 4.4). All data and records collected and compiled by the Contractor shall be Government property and shall remain on-site or kept at a location specified by the Government. 1.5. Place of Performance/Hours of Operation. The location of the PBX covered in this SOW is 101 ? 12th Avenue, Fairbanks, AK 99701 and the remote peripheral device is located at 2175 University Avenue, Fairbanks, Alaska. The Contractor has the option of performing some work remotely or may be required to perform work on-site. The Federal buildings hours of operation are 7:30 AM to 5:00 PM. 1.6. Period of Performance. The period of performance is for one year from date of award and three one-year options. 1.7. Privacy Act. Work on this task may require that Contractor personnel have access to Privacy Information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U. S. Code, Section 552a, and applicable agency rules and regulations. 1.8. Personal Services. The GSA has determined this task order is not being used to procure personal services prohibited by the Federal Acquisition Regulation, Part 37.104, Personal Services Contracts. 1.9. Security. Contractor personnel working at certain sites covered by this contract will be required to possess access clearances. The Government shall provide the Contractor with a listing of any and all sites that require security clearance access along with the necessary forms and details on the application process. The Contractor shall be responsible for ensuring those employees and or Government approved subcontractors submit the required forms a minimum of three (3) working days prior to starting work at locations requiring a clearance. Should a Contractor employee fail to be granted the appropriate clearance, he/she will not be allowed to work, under this contract, at these locations. 1.10. Points of Contact. 1.10.1.
