Description
The U.S. Coast Guard is setting aside this acquisition for HUBZone Small business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC SANGAMON (WLR-65506) a 65 foot ?B? Class River Buoy Tender and 100 foot barge Inland Buoy Tender, at the contractor?s facility. This procurement is geographically restricted to the Western Rivers of the United States. The ?Western Rivers? means the navigable portions of the Mississippi river and its tributaries above mile 0 of the lower Mississippi river. Navigable tributaries of the Mississippi river include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDINST M16502.5), and the Tennessee-Tombigbee waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterways connected to the ?Western Rivers,? but specially excluded unprotected or open waters such as Mobile bay, Lake Borgne, and the Gulf of Mexico. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 30 March 2006 with quotes due on or about 30 April 2006 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The vessel?s availability is for fifty four (54) calendar days, starting on or about 10 July, 2006. The scope of this acquisition is for drydock repairs of various items aboard the USCGC SANGAMON (WLR-65506). Provide all labor, material and equipment necessary to perform drydock repairs, including but not limited to the following Base items: Routine drydocking; Remove, inspect, and reinstall propeller shafts; Renew water lubricated shaft bearings; Remove, inspect and reinstall propellers; Clean, inspect and test grid coolers; Overhaul and renew valves; Remove, inspect and reinstall rudder assemblies; Inspect various deck fittings; Clean, preserve and disinfect potable water tanks on tender and barge ; Preserve barge buoy deck; Preserve underwater body; Painting and draft marks-barge; Painting and draft marks-tender; Preserve and repair buoy ports; Provide temporary logistics; Provide temporary berthing; Provide temporary messing; Inspect and preserve bilges in various locations; Renew piping; Renew barge hatch and scuttle drains; Inspect, preserve and insulate galley overhead; Protect hydraulic ATON crane and GFP report. Option items include but are not limited to the following: Welding repairs; Clean and inspect fuel tanks; Straighten shaft; Renew propeller shaft sleeve(s); Renew shaft strut barrel; Perform minor repairs and reconditioning of propellers; Renew rudder upper bearing housing support; Rebuild rudder stock; Renew rudder lower bearing trunk; Preserve underwater body Provide additional temporary logistics, Provide additional temporary berthing; Provide additional temporary messing; composite labor rate; lay days. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
