Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure main components used on the Welin Lambie Dual Point Davit Systems currently installed on the 210? and 270? Coast Guard vessels. The parts to be procured include: (1) Two sets Accumulators with valves, Welin Lambie P/N 885-02038; (2) Two sets of Falls Tension Gearboxes, Welin Lambie P/N 891-05005; (3) One set of Luffing Cylinder, Welin Lambie P/N 5727-1501; (4) One set of Brake Cylinders, Welin Lambie P/N 5727-0801; (5) Two each Electric Motors, Welin Lambie P/N 860-01037; (6) Four each P-pack Electric Motors, Welin Lambie P/N 860-01038; and (7) Four each FT Winch Motors, Welin Lambie P/N 860-01039. Alternate part numbers are not acceptable. A fixed-price commercial contract shall be awarded as a result of this solicitation. It is the Government?s belief that only Welin Lambie, the Original Equipment Manufacturer, possesses the required technical and engineering specifications and drawings to successfully manufacture these components. This information is proprietary to Welin Lambie. The Government did not procure this information, or the rights to use this information, at the time the original davit systems were procured. Therefore it is the Government?s intention to solicit and negotiate only with Welin Lambie, Ltd. Concerns having the expertise and required capabilities to manufacture these components are invited to submit complete and current information discussing their capabilities within 10 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate offeror capabilities (i.e., salient physical, functional, and performance characteristics) of each component and/or (2) Data that these components have been successfully manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to fully evaluate offeror capabilities relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. See Numbered Notes 12 and 22. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
