Description
Pursuant to OMB Circular A-76, public notification was made on September 30, 2005 announcing a streamlined competitive study of the Personnel Processing functions. These functions are performed in the Human Resources Management offices in Laguna, CA, Dallas, TX, Burlington, VT and Washington, DC. Upon further review of the personnel processing function, the Competitive Sourcing Official identified areas of anticipated growth within the function. Workload changes will significantly impact the scope of the Requirements Document utilized in this streamlined competition. Several factors were identified, including the FY06 legislative requirement to hire approximately 2,000 new Border Patrol Agents and increased shared services responsibilities within the Department of Homeland Security. As a result of these and other factors, it is in the best interest of the U.S. Customs and Border Protection Agency to convert and incorporate the functions of this streamlined competition into an impending standard competition for the Human Resources Management business unit. This signifies the completion of this study. In accordance with revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. Directly interested parties with questions must contact the Contracting Officer at the email address listed in the announcement. Directly interested parties consists of only the Agency Tender Official and an individual appointed by a majority of directly affected employees as their agent.
