Description
The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for manual soil map compilation for 8 counties in Georgia. Each survey is a single county survey. BACKGROUND: The original soil survey maps for these soil survey areas are photo mosaics developed from 1958 aerial photography and may differ by more than forty years from the digital orthophotography used to produce the film orthophotobase. Due to the mosaic nature of the imagery on the original soil maps, manual redrafting of these maps is required. The original soil maps are in sheets designed to fit and match each other so, when joined, they will cover an entire county or soil survey area. Therefore, precision matching between sheets is important. STATEMENT OF WORK: The Contractor shall redraft all soil boundary line work, labeling (map unit symbols), and special features for high quality scanning. To accomplish this, the Contractor shall manually compile soil maps by transferring lines from the original map sheet onto a blank Government furnished Mylar sheet punch registered to the film orthophotobase. The position of the map sheets must be continually adjusted to match the film orthophotobase to compensate for relief displacement and for changes in position due to the mosaic nature of the background imagery used to produce the original map sheet. The film orthophotobase has been marked with a red line denoting desired county line. Any soil lines that overlap this line should be truncated to the red line. Any areas that fall short of the boundary represented by the red line are to be left blank. Soil lines, soil symbol layer, and special features are to be drawn and/or labeled in ink. As a reference, a document entitled ?Georgia Compilation Procedure for Soil Survey Digitizing? will be issued with the Request for Quotation (RFQ) and describes procedures NRCS has used in the past. Electronic samples of the map sheets for each county will also be available. Line Item 0001 Douglas County has 14 map sheets and 3 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 21 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 129,700 acres or approximately 203 square miles. Douglas County, Georgia is within MLRA 136 (Southern Piedmont). Line Item 0002 Forsyth County has 20 map sheets and 3 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 30 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 158,000 acres or approximately 247 square miles. Forsyth County, Georgia is within MLRA 136 (Southern Piedmont). Line Item 0003 Habersham County has 25 map sheets and 4 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 32 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 178,500 acres or approximately 279 square miles. Habersham County, Georgia is mostly within MLRA 136 (Southern Piedmont) but has approximately 10%-20% of its northern most acreage within MLRA 130 (Blue Ridge). Line Item 0004 Hart County has 24 map sheets and 5 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 26 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 164,600 acres or approximately 257 square miles. Hart County, Georgia is within MLRA 136 (Southern Piedmont). Line Item 0005 Meriwether County has 60 map sheets and 6 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale, approximately 15 square miles per quarter-quad. The survey area is covered by 44 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 324,000 acres or approximately 506 square miles. Meriwether County is within MLRA 136 (Southern Piedmont). Line Item 0006 Spalding County has 26 map sheets and 4 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 25 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 127,800 acres or approximately 200 square miles. Spalding County, Georgia is within MLRA 136 (Southern Piedmont). Line Item 0007 Twiggs County has 26 map sheets and 3 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 37 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 232,000 acres or approximately 363 square miles. Twiggs County, Georgia is mostly within MLRA 133A (Southern Coastal Plain) but has approximately 30% of its acreage within MLRA 137(Sand Hill). Line Item 0008 Walton County has 45 map sheets and 5 insets with image area. The survey is to be recompiled to one-fourth quad format, 1:12,000 scale; approximately 15 square miles per quarter-quad. The survey area is covered by 35 punch registered orthophotobase compilation sheets. Total area of the soil survey is approximately 211,400 acres or approximately 330 square miles. Walton County, Georgia is within MLRA 136 (Southern Piedmont). GOVERNMENT FURNISHED MATERIALS: One punch registered film orthophotobase for each 1:12,000 scale DOQQ; two punch registered blank Mylar overlays for each DOQQ (one for special features and soil symbols and one for soil boundaries); one 1:12,000 scale ratioed film positives of each soil survey atlas or map sheet; index to quarter quads for each soil survey area; soil survey atlas sheets from the published soil survey; and one atlas sheet index and conventional and special symbol legend. PERFORMANCE TIME: 18 weeks for each Line Item or maximum total of 36 weeks for any contractor who receives more than one Line Item. The Government contemplates the award of one to eight firm fixed price contracts. The magnitude of the total project is between $75,000 and $100,000. When submitting a quote, indicate the counties in which you have an interest. Award will be made baed on a best value analysis to include price, past performance, and quality.
