Description
1. This is a combined synopsis/solicitation for commercial items,using the principles outlined in the Patent and Trademark Office Acquisition Guidelines (PTAG) and FAR Part 13. 2. Procurement Procedures: This procurement will be awarded utilizing the guiding principles of FAR Part 13.5 ?Test Program for Certain Commercial Items.? 3. RFQ No. 52PAPT0601012 is a request for prospective contractors to submit a quote. For a soft copy of RFQ No. 52PAPT0601012 please send email to the Contracting Officer stated below. Unfortunately, due to the limitations of FEDBIZOPPS an upload of the RFQ is not possible. The RFQ contains pricing pages, Statement of Work, supporting appendices to the SOW, evaluation instructions, and past performance questionnaire. 4. Brief narrative of USPTO requirements: The procurement consists of a modernized version of the Manual of Patent Examining Procedure (MPEP) and Manual of Classification systems, originally deployed in 2000, to a web-based Reference Document Publication System (RDPS). Vendor support for the client-server application, Insight, used by USPTO staff is no longer available. The HTML and PDF versions available to the public offer limited search capabilities. The primary goal of the MPEP and Classification Web Migration initiative is to convert the current multiple interfaces into a single web-based system that will allow access to MPEP and Classification data for internal and external users. A new MPEP and Classification edit and publication process will enable frequent, realtime updates to provide immediate access to policy and procedural changes by USPTO staff and the public. It is expected that errors caused by the current complexity of tracking these changes via multiple, at times out-of-synch, versions of the content will be reduced. The new streamlined publication process will also provide: data standardization; elimination of data redundancy; and a faster, simplified publication cycle. The RFQ includes feature specifications and technical declarations for the Reference Document Publication System requirements. 5. Contract Type: Firm-fixed price. 6. 100% Small Business Set-aside. This procurement will be awarded under the terms of FAR Part 19.502 ?Total set-asides.? A total set-aside occurs when the entire amount of an acquisition (or class of acquisitions) is reserved for participation by only small business concerns. The Contracting Officer makes the determination that a set-aside should be total if there is reasonable expectation that offers will be received from at least two responsible small business concerns and that the award will be made at a best value to the Government. If the Contracting Officer receives no acceptable offers from responsible small business concerns, the set-aside will be withdrawn and the requirement shall be unrestricted. 7. NAICS Code: 541511 Custom Computer Programming Services. Small Business Size Standard is $23,000,000.00. 8. Period of Performance. Base year and two option years. 9. Place of Performance / Delivery. United States Patent and Trademark Office, Main Campus, 600 Dulany Street, Alexandria, Virginia, 22314 10. Federal Acquisition Circular (FAC) is not applicable to this RFQ. 11. Applicable FAR Clauses and other provisions are stated in the RFQ. 12. A pre-quote conference will be conducted on March 30, 2006 located at the United States Patent and Trademark Office, Main Campus, 600 Dulany Street, Alexandria, Virginia, 22315. Only small businesses that have requested a softcopy of the RFQ are permissible to attend. The conference will be held between 1:00 PM ? 4:00 PM. The Contracting Officer reserves the right to obtain verification of Small Business Certification. Further instructions are stated in the RFQ regarding the conference are stated in the RFQ. 13. Quotes are due on 04 May 2006, 2:PM Eastern Standard Time (EST.) 14. FOB: Destination 15. Anticipated Contract Award Date: May 22, 2006.
