Description
The Bureau of the Census intends to negotiate, on a sole source basis, with Mr. Gerard P. Brooke, Vincennes, IN 47591 for planning specialist services for the Field Division with the capability to assist in the modeling of historical and current information to aid in the allocation of scarce resources for the 2010 Census. . The Bureau of the Census has a requirement to obtain expert assistance in 1) Development of major milestones for Field Division supported by detailed operational schedules both at headquarters and in field operational units; 2) Review and analysis of the results of modeling efforts performed by others to determine the feasibility and levels of variable front loading rates and recruiting targets for the 2010 Census; 3) Review and analysis of LCO boundary delineations to ensure a proper distribution of workloads and resources between offices, including the hand-held computing devices; 4) Provide historical information and perspectives to the contractor obtained to set pay rates for field operations for the 2010 Census and review the results of their modeling and pay-rate setting efforts; and 5) Obtain expert assistance in the determination and allocation of resources to offices based upon Type-of-Enumeration. The specialist will also need to review the results of modeling efforts performed by others both within and outside the Census Bureau and will require knowledge of Census Field Operations along with strong communication and analytical skills. The specialist will need to provide experience in designing and implementing cost and staffing models as well as analyzing results, making modifications to models as necessary, and recommending changes to field procedures and organizational units. The specialist must have a thorough knowledge/understanding of Census Field operations along with the ability to use complex modeling tools. This is a sole source requirement and is not a request for competitive quotations. Any firm or individual that believes it can furnish the services are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the requirements. All responses received by March 31, 2006 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
