- Description
- This is a sole source combined synopsis/solicitation for services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This procurement is a subscription renewal for the information database currently used in the CDC Library. This is not a request for competitive proposals and no solicitation is available. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. CDC is procuring for our library a database service which provides source materials from publishers with created associated abstracts and indexes. Minimum vendor qualifications include the ability to provide web-based database with compatibility, navigation ease and search capability interoperable with other CDC Library systems; archival access to Ovid Technologies, Inc., databases in accordance with the terms set out in the license agreement; the ability to run statistical reports upon demand (online) and generate regular usage statistics; the ability to easily set up and receive alerts; the CDC-Information Center requires use of full-text from these databases for Interlibrary Loan and Document Delivery Services in compliance with current copyright laws, including CONTU guidelines; and ability to access the ABI Inform Database, which provides access to business and economic information and scholarly journals that can be viewed in abstract or in full text. Database should include HeritageQuest Online, Digital Sanborn Maps, Ethnic NewsWatch, eLibrary, Chadwyck-Healey, SIRS-brand products, Axiom Press and most importantly ABI/Inform Research Online Package. This also serves as a notice of intent to award on a sole source basis (Ref: FAR 13.106-1(b), with Proquest Information and Learning Company on other than a full and open competitive basis because their archive includes more than 5.5 billion pages of information, spanning 500 years of scholarship, in formats that range from print to microform to digital. Proquest provides access to information from periodicals, newspapers, out of print books, dissertations and scholarly collections in various formats. Proquest is also the proprietary product vendor for the ABI/Inform Research online package. By virtue, Proquest is uniquely qualified and capable of carrying out the requirements of the proposed purchase order. This database service will provide value added information within the CDC Library to researchers and staff. The quoter shall provide pricing for the ABI Inform Database which provides business and economic information which can be viewed in abstract or in full text format. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals within 10 days after the publication of this notice. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement or make a sole source award to ABI/Inform Research.
