- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 10 month sole source contract using simplified acquisition procedures to the National TASC, 2204 Mount Vernon Avenue, Suite 200, Alexandria, Va 22301. The anticipated date of award is 4/4/2006. This contract is to support the 13th National TASC Ninth Annual Conference on Drugs and Crime. The conference will be held in Birmingham, Alabama at the Sheraton Birmingham Hotel. The theme of the conference is: ?The right to recover, the freedom to heal: public and personal accountability.? It is anticipated that three - four hundred people will attend the conference from the Criminal Justice, Treatment, Social Services, Legislative, academic, and drug research fields. The conference will be a forum for exchange of ideas and a showcase for the state-of-the-art technology and information on offender management, drug treatment programming, drug courts, offender re-entry, research, management and managed care issues. The contractor shall be responsible for but not limited to the following: The contractor shall consider developing one or more joint sponsors for the conference, considering such organizations as the National Institute on Drug Abuse, the Office of Justice Programs, the American Probation and Parole Association, the International Community Corrections Association, NASADAD, NAADAC, IC&RC, etc. Each of these organizations has a heavy stake in the expansion and improvement of substance abuse treatment for client populations that they serve. The contractor shall report back to the assigned SAMHSA/CSAT Project Officer on sponsorships and additional sources of funding for this conference. (NOTE: Monetary reimbursement to individuals under this contract shall not be duplicated. For example, travel, registration, ground transportation, per diem expenses, and meals cannot be duplicated; for example, when meals are provided for CSAT sponsored faculty members, that amount must be deducted from per diem allowance.) CSAT shall be identified as a major sponsoring organization in conference announcements, brochures, and publications. Initial preparation for the 13th Annual Conference must begin immediately. Monthly telephonic meetings, advisory Committee Meetings, A SAMHSA/CSAT Display Booth at the Conference. The Contractor shall facilitate 36 presenters attendance in the conference. The contractor shall provide roundtrip airfare for the 36 Faculty members to and from the conference site. The contractor shall provide per diem for hotel, meals and other expenses for 36 presenters for the duration of the conference which equals 3 days). The contractor shall provide ground travel expenses for the 36 faculty participants. The contractor shall provide registration fees for the 36 faculty members attending the conference. The contractor shall provide hotel meeting space for 300-400 participants to attend plenary and breakout sessions. (Note: All food/banquet costs are the responsibility of the Contractor and may not be billed to CSAT). The contractor shall provide conference mailings, registration, and brochures for 600 participants, materials/brochures design, registration data entry, and registration data management). The contractor shall ensure the following specific objectives for the Conference Program. The Conference program shall offer training sessions for the dissemination of the TASC Case management protocol for juvenile justice and children services. Conference program shall offer discussion and training on addiction, treatment, recovery, and risks to juveniles and adults. Conference program shall offer workshop on re-entry issues of Adult and Juvenile Offenders. Conference program shall offer workshop on the issues of Restorative Justice and Offender Accountability. The contractor shall provide a final program of the Conference 60 days prior to the date of the conference. The contractor shall provide a detailed final plan on how CSATs sponsorship will be recognized at the Conference. The contractor shall provide a final report within 12 months of EDOC or no later than January 31, 2007 whichever comes first. The report should provide a summary of all the activities of the conference; a complete list of the agencies, TASC members, and individual members who attended the conference. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
