Description
The purpose of this Amendment is to answer offerors questions about the solicitation. The deadline for questions are due no later that 12:00pm March 17, 2006 and quotes are due no later than 4:30pm March 20, 2006. There was a typographical error in the first amendment. ******************QUESTIONS AND ANSWERS*********************** 1) Please confirm each roll size to be 20? x 100'? 20 feet X 100 feet 2) Please confirm that the width of each roll is to be 48 inches and that the 20 feet required width is to be folded to this width? This is correct 3) Does there need to be a core that the material wraps around? If so, are there any requirements for it? None 4) There is supposed to be a FEMA printed logo size 14inches x 9 inches on both sides of the material. Please confirm: A) What color is the printing to be? See Specs B) Do you have a picture of the FEMA logo to be printed that you can email us? See Specs C) Is this logo only to be printed once on each side of the roll? See Specs D) If yes to C, where on the roll is it to be printed? Centered on width E) Is this logo to be printed continuously on the roll? Yes F) If yes, to E, where on the roll is the logo to be printed and the space between each printed logo? Centered on width min 6 feet max 10 feet on machine direction 5) Please confirm that you also want ?NOT FOR RESALE? printed in 1inch letters on each roll in addition to the FEMA printed logo? Please See Specs A) What color is the printing to be? See Specs B) Is this ?NOT FOR RESALE? only to be printed once on each side of the roll? No Continuously, see specs must be under each "FEMA" C) If yes to C, where on the roll is it to be printed? See #4(F), #5(B) D) Is this ?NOT FOR RESALE? to be printed continuously on the roll? Yes, See #5(B) E) If yes, to D, where on the roll is the ?NOT FOR RESALE? to be printed and the space between each print? Please See Specs, See # 4(F) 6) Is the polyester reinforcement that is 1000 Denier to be cross weaved or just straight lines in the material? ASTM Standards Dictate A) If cross weaved, is there a required weave? ASTM Standards Dictate 7) Does the material have to be a specific weight per square yard or square meter? If so, what weight? ASTM Standards Dictate 8) Where is this material to be delivered to? See Solicitation. Determined once contract awarded 9) What is the earliest and latest delivery you are looking for the material to be available? Solicitation requires you to furnish your best but reasonable delivery schedule that you can ensure you meet. 10) Does a company entering a solicitation have to be registered with ORCA prior to the opening day of the solicitation? Please See FAR 52.212-3 11) Will any company be automatically disqualified if they are providing materials not made in the USA and not from an approved country on the Trade Agreements under heading 52.225-5? Please See FAR 52.225-5, 52.225-13, 52.225-15 12) Are there any concerns if the manufacturing of the sheeting is done in Canada, Thailand, China, or any where outside of the United States? There is a listing of all eligible countries in the Federal Acquisition Regulations under Subpart 25 Foreign Acquisitions you can read this online at http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/25.htm. See #12 above. 13) The country of origin for material is China. Please advise if this is acceptable? No, China is an ineligible country. 14) If the pattern for the string reinforcement is identical in dimension to your spec, but is square to the length and width as opposed to diagonal Square is fine as long as meets all FEMA specs 15) Is there a material specification for the type of scrim that firms should use (PE, Polyester, Nylon) Polyester scrim 16) Is a sample required for approval prior to submitting the bid? No 17) Are the Netherlands an eligible country? Yes the Netherlands is an eligible country. See #12 above 18) Is this procurement unrestricted? Yes
