- This requirement is for interim services from June 01, 2006 ? December 31, 2006, to allow sufficient time for the procurement and phase-in/transition of the contract for the next phase (Phase II) of the development and implementation of FEMA?s Total Asset Visibility (TAV) Logistics System. The NAICS code is 541512. A pre-solicitation notice will be published in connection with Phase II of the TAV System. This is not a Request For Proposals, but a survey to locate potential sources capable of implementing, operating, supporting and maintaining Phase I of FEMA?s new Total Asset Visibility Logistics System developed by the Stratix Corporation in order to perform logistics warehouse management, total asset visibility and broad-based disaster logistics support during the specified timeframe in Washington, D.C., at FEMA?s facility in Berryville, Virginia, and field locations in FEMA Regions IV and VI. Included in FEMA Region IV are the States of AL, FL, GA, KY, MS, NC, SC, and TN. Included in Region VI are the States of AR, LA, OK, NM and TX. The TAV system is a COTS system with modifications to meet FEMA cyber security requirements. Principal components include a Warehouse Management module to handle all inventory functions within FEMA?s two Logistics Centers in Atlanta, Georgia, and Fort Worth, Texas, and a Trading Partner Management module to handle shipping of all commodities and assets between locations within Region IV and VI geographical areas. The TAV system consists of two applications, Warehouse Management (WM) and Trading Partner Management (TPM), from Manhattan Associates. WM is used in FEMA?s Logistics Centers to manage warehouse operations such as receiving, stocking, and preparing shipments of commodities. The WM application consists of multiple Linux Red Hat and Windows 2003 servers that host the application, web user interface, integration, and Oracle database. Within FEMA?s logistics centers, the WM application is accessed over wireless communications using forklift mounted tablet PC?s with wireless capability and wireless handheld scanning devices. TPM is used by FEMA?s logistics managers to identify commodities stored at the various logistic centers that are to be distributed to State and local authorities and disaster victims. The TPM applications reside on servers running Microsoft 2003, IIS web server, and SQL server technologies. Minimum contractor capabilities must include documented evidence of experience and expertise in all of the following areas: 1) Specialized experience of the firm and of key personnel in project management support; 2) Demonstrated experience and expertise in the implementation of a very high volume, multi-State logistics warehouse/inventory management and ?real time? total asset visibility system for commodities and government owned assets. The experience and expertise must include facilitating the entry of new vendors into an online logistics system under chaotic, unexpected and high-stress conditions; 3) Capability to provide a minimum of 100 technical support staff, for a period of at least 3 months, with 4 hours notice, to deploy to locations within FEMA Regions IV and VI that may only be defined after a disaster strikes, with requisite skills to operate all aspects of the FEMA TAV system, in support of the operation of the new FEMA warehouse/inventory management and TAV logistics system, in a well coordinated response to widespread, multi-State (within FEMA Regions IV and VI) disaster situations where hardship conditions may exist; 4) Capability to maintain and support the smooth operation, and continuous messaging/tracking service for FEMA?s approximately 9500 existing satellite global positioning system (GPS) devices supplied by Orbit One, Inc, and any additional amount of devices which may be purchased during a disaster response or recovery operations; 5) Capability to maintain and support the smooth operation of any warehouse management equipment associated with the system, including handheld wireless devices supplied by Symbol Technologies, forklift tablets supplied by Xplore, Inc. and Cisco Network components; 6) Capability to troubleshoot any issues or malfunctions that may occur involving the software or hardware provided as part of Phase I of the TAV system, including the abovementioned GPS devices or any warehouse management equipment associated with the system; 7) Demonstrated capacity to support a responsive software Helpdesk that operates 24 hours per day, 7 days a week on resolution of issues related to the TAV software; 8) Demonstrated capacity to accomplish the efforts outlined in the above requirements in the required time; and ability to direct, manage and control the entire project; and 9) Demonstrated past performance on contracts of comparable size, type and complexity, with government agencies and/or private industry in terms of: a) cost control; b) quality of work, c) compliance with performance schedule and d) flexibility and responsiveness in dealing with a fast-paced and ever-changing environment and set of requirements. Firms with these capabilities who are interested in performing the proposed effort are invited to submit one original and 4 copies of complete information to the procuring office identified in this notice within fifteen (15) calendar days from the date of this notice. Information furnished should include: 1) the number and professional qualifications of the personnel to be assigned to the contract; 2) company experience related to the proposed project; 3) any other information that demonstrates the minimum capabilities listed above. This synopsis is intended for information and planning purposes only and the government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received indicates that none of the responding firms has the necessary capabilities to meet the government?s requirement, the government may issue a sole source follow-on contract to the incumbent contractor, Stratix Corporation.
