Description
The United States Coast Guard Headquarters Acquisition Directorate, G-ACS-1, on behalf of the Office of Military Personnel?s Uniform Program Manager is seeking sources that possess the capability to provide a two-piece, tankini style female swimsuit in nine sizes. The tankini will become part of the United States Coast Guard recruit training uniform for all female military personnel who are attending recruit training. Recruit training for the United States Coast Guard lasts for eight (8) weeks. The Government intends to award three (3) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the design and manufacture of the tankini swimsuit in accordance with the attached specification. The proposed acquisition will be a phased approach. Phase I is the selection and award of up to three (3) contracts. One of the three (3) contracts will be set-aside for small business concerns. The other two awards will be unrestricted. The minimum guarantee under Phase I for each contract will be twenty-three tankini tops and twenty-three bottoms. Once the tankinis are delivered, the Government intends to evaluate the quality, durability, comfort,appearance, and coverage of the product. During the testing, the tankinis will be worn by United States Coast Guard female recruits for up to eight (8) weeks of training. The recruits will train in a pool for up to four (4) separate intervals which will include the initial swim, survival float, swim circuit, and the swim circuit remedial swim. Upon completion of the test and evaluation, one of the contractors will be selected as the overall best value to the United States Coast Guard and will enter into Phase II ? the production contract. The production contract will be a FFP IDIQ contract with a one year base period and four (4) one-year option periods. The guaranteed minimum for the production contract is 800 tankini tops and bottoms. Any responses to this Sources Sought, to include the attached questionnaire, should be received no later than 31 Mar 06. Offerors are responsible for any costs associated with preparing responses.
