Description
This FedBizOpps notice is an announcement seeking market information on business/ organizations capable of providing the services as described herein. This is a sources sought announcement and not a Request for Proposals (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. The applicable NAICS code is 541620 and the Size Standard is $6 million average annual receipt for the preceding three fiscal years. We are in the preliminary planning phase for an A-76 study of portions of the Environmental Management function at Robins Air Force Base. This function we previously studied in the 2001 timeframe, and the in-house Most Efficient Organization (MEO) was the successful offeror. We are currently conducting market research to determine whether a viable commercial industrial base exists which is qualified, experienced, and interested in performing this work in the future. Work currently performed by ?third party contractors?, for example site remediation, are not and will not be included in this effort. Due to the future potential for organizational conflicts of interest, it is expected that the successful offeror from any subsequent competition will be ineligible to compete for these third party contractor workloads. Additional information concerning third party contractor workloads will be furnished at a later date to firms responding to this announcement. Robins AFB is the largest industrial complex in Georgia. It occupies over 8,722 acres, with 14M square feet of building space and a base population of approximately 23,000 civilian, military, and contractor employees and dependents. However, you are strongly cautioned against contacting any individuals identified therein as this may make you ineligible for any future competition for this workload. Companies who are qualified and/or experienced in all of the tasks described in the attached are invited to submit up to 25 double-spaced pages briefly describing their experience and capabilities for these tasks. Company brochures are acceptable as long as they are sufficiently detained and the total submission does not exceed 25 pages. Separately, we are also interested in common commercial contracting practices, including performance-based vs. task-oriented, pricing structure, length of contract, performance incentives, etc. At this time, we are not interested receiving submissions from companies who do not have capabilities/experience in each of the listed tasks. Any interested firm should submit an original and one copy of their capability statement that demonstrates the firm's ability to perform the key requirements described herein. Faxed and emailed capability statements are NOT authorized. ***************************************************************************************** EM-PWS TASKS*** General Management-Gather data, prepare/present briefings, identify impacts and solutions, prepare written materials for program reviews, presentations, meetings, briefings. *** Partnership Initiatives-Provide technical support in developing and maintaining partnerships with other organizations for joint development of initiatives. *** Training-Provide support to identify, plan, develop, budget, execute and track environmental management training. *** Public Affairs-Provide community relations/awareness support. *** Administration-Provide non-inherently governmental administrative and clerical support. *** Safety-Provide technical support needed to administer the EM Safety Program. *** Headquarters Metrics-Maintain, track, and report HQ Metrics. *** Plans & Programs-Assist in long-range planning for environmental compliance, conservation, pollution prevention, and installation restoration efforts using applicable DOD, AF, AFMC, and installation guidance. Provide technical consultation and advice on environmental requirements and provide scope of environmental impact for facility and infrastructure projects. Compile and recommend priority environmental project requirements and budget requirements for recurring and non-recurring funds; supported and loaded into the ACES, AFRIMS, EQ, and other applicable databases. *** Asbestos-Provide technical support in management of the Robins AFB asbestos program. Implement and maintain Asbestos Management Plan (AMP) including the asbestos database. Provide oversight for sampling; assist interpreting analysis results to determine abatement requirements and disposal. *** Lead-Based Paint Program-Provide technical support in the management of the Lead Based Paint (LBP) Program. Implement and maintain LBP inventory and Lead Management Plan for identifying, evaluating, managing, and abating LBP hazards. *** Polychlorinated Biphenyls-Provide technical support in the management of the Polychlorinated Biphenyls (PCBs) program and implement. Perform sampling of items. *** General Environmental Impact Analysis Process-Review and prepare Environmental Impact Analysis Process (EIAP) documents for signature. Review AF and AFMC forms for accurate description of projects; provide recommendations or further analysis; and review for potential impacts. *** Environment, Safety, & OHC-Provide technical support for the Environmental Compliance Assessment and Management Program. Conduct, coordinate, train, and organize internal ESOHCAMP team and audit for the entire installation. Conduct weekly inspections findings shall be tracked/managed/reported; assist in analyzing root causes and make recommendations for corrective actions. *** AF Environmental Mgt. System-Conduct an evaluation of the installation's EMS to ensure that environmental liabilities are being managed proactively and to determine the root causes for compliance deficiencies identified during ESOH inspections. *** Additional Inspections-Conduct no-notice and periodic compliance inspections of RAFB organizations on the status of previous findings and to determine present. Accompany EPD EPA regulators during inspections; follow-up report shall be written to address any deficiencies found by the regulators. *** IT Support-Serve as primary/alternate technical representative for Environmental Management computer software systems and equipment. *** Media/Library Support-Maintain and control access to the government furnished photos, 35mm slides, negatives, computer files, maps, drawings, and digital images. *** Contingency/Emergency Response Planning-Provide technical support for contingency/emergency response planning program. Provide technical support for the HAZMAT spill response working group and coordinate with the installation HAZMAT Spill Team. Serve as the technical representative on spill responses. Collect environmental samples, deliver or send sample to lab, obtain results. *** Emergency Response Plan-Maintain the Emergency Response Plan (ERP), as required. Identify activities necessary for compliance with regulations on emergency planning for release of hazardous materials. *** Superfund Amendment-Prepare reports to meet requirements of Superfund Amendment and Reauthorization Act (SARA) pertaining to chemical reporting. *** Env. Compliance & Corrective Action Prog-Provide technical support for the management of the installation Environmental Restoration Program. *** Records-Maintain all applicable information gathered in executing Cleanup programs, to include folders, documents, invoices, and report submittals. *** Air Quality Program-Serve as Robins AFB Air Quality Technical Representative and assist managing Robins AFB Air Quality Program. Provide technical support in the maintenance of the Halogenated Solvent NESHAP, the Chrome NESHAP, the Wood Furniture NESHAP, the Reciprocating Internal Combustion Engine (RICE) NESHAP, and the Commercial Industrial Boiler (CIB) NESHAP IAW applicable statutes. Provide weekly site visits to air sources as necessary for problem solving, data gathering and clarifications of any issues. Track compliance status of each air source, identifying steps required to bring any out-of-compliance source back into compliance. *** Water Quality Program-Serve as the Robins AFB water quality technical representative, provide support in management of the water quality program. Inspect and monitor activities, wastewater systems, and new construction and maintenance projects that could affect wastewater treatment efficiency. Monitor water quality parameters to determine their compliance with permit requirements; track parameters and analyze trends; provide guidance to plant operators on trends and system performance. *** Stormwater Program-Serve as Robins AFB technical representative for storm water and provide technical support in management of the base storm water program. Review all permit-related documents pertaining to compliance with applicable NPDES Construction Activity permit. Review design documents and erosion and sedimentation plans for each construction project and provide comments. *** Drinking Water Program-Serve as Robins AFB technical representative on drinking water and provide technical support in management of the installation Drinking Water program. Prepare monthly and semi-annual drinking water reports in accordance with the permit to operate the public water system; track and analyze groundwater use trends to monitor compliance with regulatory requirements. *** Solid Waste Management-Provide technical support for the Integrated Solid Waste Management Program and develop/update an Integrated Solid Waste Management Plan. Update and maintain management plan for resource, recovery and recycling of recoverable and unusable liquid petroleum products. Annually assess the solid waste stream to identify areas to reduce, reuse, or recycle waste. Arrange, publicize and execute workshops that highlight requirements of the Federal Affirmative Procurement Program. *** General Hazardous Material Management-Serve as Robins AFB hazardous material technical representative and shall provide technical support in the management of the Hazardous Material Program. Provide supply support through requisition, purchase, stock control, and issue of hazardous material (ordering and maintaining proper inventory levels) for all organizations on Robins AFB. Update, implement and maintain a Hazardous Material Management Plan (HMMP) for all chemical material users. Manage "Class 1" ODS use for Robins AFB. *** HAZMAT Cell Operations-Monitor and provide technical support to organizations on purchase and storage of all chemicals and hazardous material used on Robins AFB. Track hazardous materials, maintain tracking information requirements of applicable AF and MAJCOM regulations. Provide one-on-one training to HAZMAT Distribution Supply Centers on hazardous material management and use of the HMMS or other approved database system. *** General Hazardous Waste Management-Serve as Robins AFB Hazardous Waste technical representative and provide support in the management and disposal of hazardous waste. Develop, implement and maintain a Hazardous Waste Management Plan. Prepare and maintain permits and plans IAW federal and state regulations and Air Force Instructions. Review, monitor, and modify the RCRA Operating Permit to maintain currency and compliance with federal, state, and AF requirements. *** Waste Generators-Provide system to identify, sample, and analyze waste streams from new and on-going processes IAW federal, state, and local regulations. Monitor pollution produced by hazardous waste stream generators. Provide a system for waste generators to use in establishing and managing accumulation sites. *** Site Inspections-Inspect accumulation sites, including both 90-day storage facilities and initial (satellite) accumulation points, non-hazardous industrial waste collection sites, new and changed sites and closed sites to monitor compliance with applicable requirements. *** Disposal Manifests & Hazardous Waste Disp.-Review, record, and track disposal manifests, Land Disposal Restriction Certifications, and DRMO delivery orders in accordance with applicable regulations and AFI 32-7042. Maintain manifest data in HMMS or other AFMC approved database. *** Hazardous Waste Processing Facility-Operate and maintain the hazardous waste processing facility (HWPF), Building 359, in accordance with the Robins AFB Hazardous Waste Permit and applicable installation policy. Provide container pickup and delivery for hazardous waste generators. Take samples and deliver samples to the on-base laboratory for analysis, dispose returned samples. *** Natural Resource Management-Enhance and conserve Robins AFB Integrated Natural Resources for all areas where these resources exist. Support the development and maintenance of natural resources mission statements and program metrics and all activities required to accomplish the missions. *** Land Management-Serve on the Pesticide Use Reduction Integrated Process Team; coordinate pesticide use with CE and the Base Golf Course to ensure that AF pesticide reduction goals are achieved. Monitor compliance with water conservation requirements. *** Floodplan Management-Monitor compliance with flood plain protection requirements IAW EO 11988, Flood Plain Management. *** Wetlands Management-Take action to minimize the loss and degradation of wetlands, and to preserve and enhance wetlands. Insure appropriate authorization and permits have been obtained for activities in wetlands. *** Urban Forestry-Manage the Tree City USA program. Manage the historic forests and tree farm that reside on Robins AFB installation land. Implement Urban Forestry Program, monitor and facilitate the removal of trees or shrubs. *** Forestry-Survey all Robins AFB installation forests to identify and develop projects that recover forests damaged by human use. Plan, monitor, track and document the restoration of the longleaf pine forest ecosystem and upland hardwood bluff ecosystem. *** Fish Management-Establish fish harvest limits for base streams/ponds/lakes in collaboration with the Wildlife Resources Division of the Department of Natural Resources. Perform inventory and monitor fish populations, assess the habitat quality (e.g., nutrient loads, spawning site availability, etc.) and conduct improvement projects as required. Coordinate fish stocking efforts. *** Game Management-Recommend season lengths, species that may be hunted, techniques and weapons used for hunting, and harvest limits for game species. Conduct surveys to monitor population trends. Collect biological data from harvested game and analyze to monitor condition indices to measure population health. *** Threatened & Endangered Species-Monitor Threatened and Endangered (T&E) species populations and critical habitat elements. Determine potential threats to habitat, develop protection and enhancement projects. *** Bird Aircraft Strike Hazard Reduction-Participate in Bird Hazard Working Group, provide information on other wildlife affecting flight operations (BASH). Monitor compliance with applicable laws and report violations of existing local ordinances, state laws, the Endangered Species Act, and the Migratory Bird Treaty Act. Conduct bird and mammal surveys and provide training to support the BASH program. *** Cultural Resources General Management-Serve as Cultural Resources technical representative and implement the Cultural Resources program. Update and maintain a basewide Integrated Cultural Resources Management Plan (ICRMP). Develop programmatic agreements, mitigation plans, MOUs and MOAs between the State Historic Preservation Office (SHPO) and the Native American Tribal Groups. *** Inventory-Update and maintain Robins AFB archeological site maps in a secure and confidential location; insure archaeological site data is updated as soon as sites are discovered, boundaries determined and sites evaluated for National Register eligibility. *** Historic Property Preservation-Review historic property survey reports and archaeological excavation reports for technical adequacy. Review installation survey reports and plans, incorporate recommendations and findings for compliance with applicable historic preservation laws and directives. *** Cultural Resources Training/Public Outreach-Establish, implement and participate in public awareness programs for educating the public on the importance of preserving and protecting cultural resources and archeological sites. *** Section 106 Process-Prepare guidance for inadvertent discovery of Native American remains, funerary objects, or items of cultural patrimony during excavations. Coordinate results of archaeological site excavation findings and mitigation measures with the SHPO, Native American Groups and the Advisory Council on Historic Preservation IAW 36 CFR 800. *** Compliance Through Pollution Prevention-Provide technical support in implementing and maintaining the compliance through pollution prevention process to reduce or eliminate cost. Accumulate essential data to advise process owners of opportunities to improve compliance impacts on existing processes or future concerns and obtain process owner buy-in; assist process owners in implementation of identified improvements. *** Weapon System Pollution Prevention-Evaluate weapon system program activities, pollution prevention measures that can be incorporated into the weapon system program to insure compliance. *** Water Conservation-Assess water usage, outfalls and other discharges to determine opportunities for reducing loss of water. Develop, implement and maintain a water conservation plan for Robins AFB. *** Ozone Depleting Substances-Identify the usage of ODSs and make recommendations on mission impacts that could result from continued use of the ODSs; develop project PPPNs for ODS substitutions and obtain process owner buy-in; implement changes. *** Energy Conservation-Coordinate with and assist Civil Engineering to insure implementation of energy conservation measures and projects to reduce electrical, natural gas and fossil fuel usage. *** Alt. Fueled Vehicles Program-Assist the Air Force Advance Power Technology Office to develop a program to support infrastructure for the AFVs. Develop, maintain, and implement plans to encourage the use of alternative fueled vehicles at Robins AFB. *** Sustainable Facilities-Provide technical support to insure that sustainable concepts (such as HAZMAT reduction, disassembly and recyclability, etc.) are included in the planning, design, construction, operation, and demolition of all facilities on Robins AFB. *** Storage Tank General Management-Provide technical support in management of all underground storage tanks (USTs) and above ground storage tanks (ASTs). Prepare UST operating permit applications as required. Maintain a complete inventory of all USTs and ASTs. *** Environmental Compliance Management-Review and comment on contracted construction designs for environmental compliance. Coordinate third-party environmental fieldwork, e.g. construction investigation, with installation civil engineering, Army Corps of Engineers and design service providers. Conduct construction inspection activity. *** Contractor Performance Monitoring-Monitor the on-base performance of Government contractors and subcontractors performing work for the EM organization and other DoD activities in areas including environmental impact analyses, permit applications, data collection and reporting, plan development, plant operations, environmental and historical fieldwork, and remediation. Monitoring includes observing, recording, and reporting performance in accordance with that contractor's contract.
