Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-06-T-0055, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Fac 2005-07, Effective 02 Feb 2006 and & Class Deviation 2005-o0001. The North American Industrial Classification System (NAICS) number is 314911 and the business size standard is 500 employees. The proposed acquisition is reserved for 100% small businesses. LINE ITEM 0001 ? Pre-pack bag, cotton, white. Size: 33?x40?, IAW USAFA PD 214, 34 TRW/SDCU DTD 04 MAR 2004. Bag should be heavy duty to hold 100 lbs. Quantity: 2600 ea. LINE ITEM 0002 ? Pre-pack bag, cotton, blue. Size: 33?x40?, IAW USAFA PD 214, 34 TRW/SDCU DTD 04 MAR 2004. Bag should be heavy duty to hold 100 lbs. Quantity: 250 ea. Unit pack of either 50/100 ea per box. sample photographs can be provided by emailing: debra.santos@usafa.af.mil First Article is required within 7 days from date of award. Delivery Requirement: FOB for this RFQ is Destination. Quotations received with FOB other than Destination will not be considered. Delivery is required 28 April 06 This Product must comply with the Buy American Act (100% manufactured in the USA; and at least 51% of the cost of materials made, fabricated, purchased must be MADE IN THE USA.) DESCRIPTION: 1. ABSTRACT This purchase description covers the requirements for a cadet prepack bag. 2. DESIGN The bag shall be made of 100% cotton uniform twill. The finished bag shall measure 33" wide by 40" deep and have a drawstring casing at the top for easy closure. A. Casing: The casing shall have grommets on each side and double drawstring. Casing shall have a 2-1/2" turndown with ?? folded under for hem. B. Grommets: The two grommets on each side shall be 3/8" and shall be reinforced with 3 layers of basic fabric or equivalent. The grommets shall be attached on outside of casing prior to folding and sewing casing down. C. Seam Allowance: All seams shall be reinforced with double seams, to prevent unraveling. D. Cording: Two lengths of cording shall be 3/16" in circumference, and 70" in length. The cording will be used as a drawstring. The cording shall be strong enough to carry 100lbs without breaking. The drawstring shall be threaded through one of the grommet, into the casing area. The threaded drawstring shall be pulled around the casing area and back out at the original grommet, leaving a length of 6" for a tie-knot. This same procedure shall be repeated at the other grommet. The drawstring shall close by pulling the tie-knots on either side. 3. MATERIALS A. Fabric: The fabric shall be made of 100% cotton uniform twill in white or blue. B. Drawstring Cord: The braided cord used shall be nylon, 3/16" to 1/4". The cord shall be machine washable and be of good commercial quality. C. Grommets: 3/8" rustproof metal. D. Thread: Heavy-duty polyester blend upholstery thread. 4. DIMENSIONS The dimensions of the bag shall be 33" wide by 40" long, see figure 2. 5. INSPECTION OF END ITEMS The contractor shall inspect the finished items 100% for compliance with this purchase description prior to submitting them to the USAF Academy for final inspection. 5.1 INSPECTION LEVELS AND ACCEPTABLE QUALITY LEVEL: A. Inspection levels and acceptable quality levels (AQL?s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4-1993. To get an accurate understanding of defects per hundred the inspector shall follow ANSI/ASQC Z1.4 Inspection Levels and it?s instructions. GENERAL AND DETAILED DEFECTS MINOR MAJOR A B A Inferior material or workmanship defects such as distortion due to fabric manufacturing: slubs, thread breaks, holes, cuts, or any defect on the fabric attributed to the manufacturing of the fabric. X B Component and assembly - any component part or required operation omitted or not performed in accordance with specification. Includes but not limited to poor serging, stitching, misalignment of components, or loose or faulty installed grommets. X C Defects such as holes, cuts, and or tears due to workmanship qualities or fabric quality. X D Discoloration, stains or spots due to material or workmanship X E Color not conforming to the color specified X F Wrong dimensions: Dimensions shall be 33" wide x 40" long, with a tolerance of +1/2" X 6. Preservation, Packing, and Marking: The preservation, packing, and marking shall be as specified in the contract or order. 7.
