Description
The Army Contracting Agency, Contracting Center of Excellence formally (Defense Contracting Command-Washington), on behalf the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD) expects to issue a Request for Proposals (RFP) to support the FTO requirement summarized below. This is a pre-solicitation notice. An amendment to this notice will posted announcing when the solicitation is released. Solicitation will be available on or about 21 Apr 2006. This is a 100% Small Business Set-Aside, NAICS code is 541611, size standard is $6.5M. The contractor shall provide support to the Force Transformation Office (FTO) the contractor shall produce a transformation road map for irregular warfare based on an analysis of the Department of Defense (DOD) concepts and capabilities. This transformatio n road map will conceptualize irregular warfare to identify required capabilities, gaps, shortfalls, redundancies and risk areas. Recommendations will include material and non-material solutions, science and technology initiatives, and experimental plans. The final product will provide the Secretary of Defense with analysis, concept, strategy, metrics, and a road map for transforming DOD to better meet the challenges of irregular warfare in 2020. The objective of this effort is to create a long term, DOD transformation strategy to meet the irregular warfare challenge. By looking at the challenges in 2020, the study is freed from current, programmatic and organizational constraints and can provide a long term sight picture for DOD transformation. The expected period of performance will be for a base period of 12 months with two one-year options. Performance shall be principally at the contractors facility with occasional visits to the FTO facilities at the Pentagon and in Rosslyn, Arlington, Virginia.
