Description
The U.S. Army Communications Electronics Life Cycle Management Command Acquisition Center  Washingtons (AMSEL-AC-W) intends to issue a sole source modification to increase the ceiling price of contract DAAB15-02-D-1007 by $68,826,658.80, from $53,0 75,000.00 to $121,901,658.80. Contract DAAB15-02-D-1007 is a firm fixed price, indefinite delivery indefinite quantity type contract for the hardware, software and services required to install the Integrated Commercial Intrusion Detection System (ICIDS) I II at U.S. Army installations. The contract was awarded on 10 September 2002 to Radian, Inc. of 5845 Richmond Highway, Suite 725, Alexandria, VA 22303 with a 1 year base ordering period and four (4) 1-year ordering period options extending the potential c ontract ordering period through 09 September 2007. Options extending ordering through 09 September 2006 have already been exercised, leaving 1 option still available for exercise. The maximum ordering total for equipment and services was established in t he contract as $53,075,000.00. This estimate was based on the Governments tentative schedule for the installation of ICIDS-III at 16 Army sites. Since the time of award, the Army has issued 43 orders and completed ICIDS-III installation at 14 sites with a total order value of $44,909,658.80. The Government expects to issue additional orders for 3 additional sites that will make the total value of orders equal to the current maximum order amount by 31 March 2006. In addition to these efforts, the Army has also identified requirements for the installation of ICIDS-III at 20 sites between 01 April 2006 and the final 09 September 2007 date for complet e expiration of the contract ordering period. These additional sites are estimated to require $68,826,658.80 in additional effort by the contractor. The current ICIDS-III Contracting Officer, Mr. Pearse A. McDade, considers the issuance of a bilateral modification to increase the maximum ordering amount of the contract by $68,826,658.80, from $53,075,000.00 to $121,901,658.80 and the exercise of the fi nal contract option carrying the ordering period to 09 September 2007 to be in the best interest of the Government because it is the only way to allow for the continued uninterrupted installation of ICIDS-III at U.S. Army bases while providing for the full and open competition of a follow-on contract. A failure to continue these installations while recompeting the contract for these services would result in an unacceptable delay in the continued installation of ICIDS for the Army. Concurrent with the continued performance of the ICIDS-III contract by Radian, Inc under the new contract ceiling, the Government will be conducting a full and open competition for a follow-on contract to be known as ICIDS-IV. In furtherance of this compe tition for ICIDS-IV, a pre-solicitation notice was posted to the Federal Business Opportunities (FedBizOpps) website (http://www.fedbizopps.gov/) by the U.S. Army Space and Missile Defense Command (SMDC) on 03 February 2006 under solicitation number W9113M -06-R-0011. The estimated value of the ICIDS-IV effort is $200 Million, the anticipated p eriod of performance is one base year with four options and award of the contract is expected in November 2006. Comprehensive testing and validation of the successful offerors system will preclude the full commencement of ICIDS-IV contract installations until 1st Quarter FY 2008.
