BACKGROUND The Imperial Sand Dunes Recreation Area is a 40-mile-long dune system, also known as the Algodones Sand Dunes, is one of the largest in the United States. Formed by windblown beach sands of ancient Lake Cahuilla, some crests reach heights of over 300 feet. These expansive dune formations offer picturesque scenery, opportunities for solitude, and a chance to view rare plants and animals, and a playground for off-highway vehicles (OHV's). The sand dunes serve different purposes throughout the calendar year. South of California State Route 78, the dunes is used as an OHV recreation area. Two BLM Campgrounds along paved Gecko Road provide hard surface parking, vault toilets, and trash facilities. Visitor information and emergency medical services are available weekends during the winter season (October - May) at Cahuilla Ranger Station. Located north of State Highway 78 in the Imperial Sand Dunes, this wilderness is within one of the largest sand belts in North America, extending over 40 miles in length and 3 to 6 miles in width. The wilderness is divided into two distinct zones with the largest and tallest dunes located on the west side. The east side contains smaller dunes and numerous washes, which provide forage for visiting black-tail deer from the Chocolate Mountains. Several unique plant and animal species, including the fringe-tailed lizard, make their homes in the dunes. From the Grays Well Road exit on Interstate 8, travelers can access Buttercup Campground, Midway Campgrounds, and the Plank Road. The campgrounds along Grays Well Road offer hard surface parking, vault toilets, and trash facilities. Buttercup Campground is also the site for our South Dunes Operations Center. Although visited year round, during the summer months you need to be prepared for temperatures consistently exceeding 100? and reaching 120? on occasion. However, like most of the California desert, the humidity is low and the nights cool down considerably. Since the annual rain fall is less than 2", the only winter hazard is blowing sand. Winter temperatures are typically in the 60-70? range. 2. DESCRIPTION OF WORK AND SERVICES As a part of our mission to better serve the public, BLM with the help of an architecture firm have created a new operations center for the south dunes recreation area. BLM is exploring other construction options to make better use of its financial resources and save time as well. The drawings referenced with this announcement are representative of the space usage for this 2,600 square foot facility. It includes offices for our employees, a medical response room, it provides law enforcement with a civilian detainee holding area and an on-site workshop to house our much needed recreation vehicles. This location requires an extensive amount of ground site work and utility installation. The facility is designed to withstand the unique environment inhabited by the sand dunes. Within this interest announcement, BLM-CDD is looking for a modular replication of the building provided in the drawings. If interested, please respond with an itemized construction estimate be sure to include overhead and profit by April 7, 2006. Drawings will be provided on a CD in .PDF format. This is an interest announcement ONLY.
