Description

The Bureau of Reclamation intends to negotiate on a sole-source basis with the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) for monitoring and evaluation activities related to the Umatilla Basin Project. These activities are associated with Endangered Species Act non-discretionary action in the NOAA Fisheries Biological Opinion and Essential Fisheries Habitat Consultation, "Ongoing Operation of the Umatilla Project and the Umatilla Basin Project, Columbia River, Umatilla River, and McKay Creek HUC's - 17070103 (Umatilla) and 17070101 (Middle Columbia-Lake Wallula), Umatilla and Morrow Counties, Oregon." A "Justification for Other than Full and Open Competition" has been prepared in support of this acquisition. CTUIR is uniquely qualified since the Tribe owns the salmon and steelhead through a settlement with the Tribe; and the Umatilla River Hatchery Program and the designated portions of the rivers are on tribal lands. Firms believing they can provide similar services must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
