Description
The Fleet and Industrial Supply Center, Norfolk Contracting Department, Norfolk Office, Norfolk VA, 23511-3392 intends to negotiate a sole source Firm Fixed-Price contract (see numbered note 22) with SoftMed Systems, Inc. for total software upgrade and enhancement support for the SoftMed Systems, Inc. products/programs, which support the operation of the Government owned electronic transcription healthcare information system that is currently utilized by the Naval Medical Center Portsmouth, Portsmouth, VA. The software upgrade and enhancement support will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5 ? Test Program for Certain Commercial Items. The upgrade and enhancement support will be required for a six-month base period and four one-year renewable option periods. The effective base period of performance is projected to be 1 April 2006 through 30 September 2006. The North American Industry Classification System code for this acquisition is 334611. A request for a complete proposal package will be available for download on or about 20 March 2006 at the following websites: http://www.neco.navy.mil, www.fbo.gov or www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above cites. This office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from thi s solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
