Description
NASA/MSFC plans to issue a IFB for Construct Replacement Building 4601. The work to be performed consists of providing the labor, equipment, and materials to construct a 4-story office building at the Marshall Space Flight Center, Alabama. The interior spaces consists of offices for approximately 490 people, conference rooms, informal meeting rooms, computer rooms, break rooms, file/reference rooms, and other support rooms (such copy rooms and mail rooms). The project includes structural steel framing, cast-in-place concrete slabs, membrane roofing system, pre-cast concrete panels, curtain wall system, raised flooring system, under-floor modular wiring, pendant mounted light fixtures, reflective acoustical ceiling panels, wood doors, site development, and associated paved parking areas. The project is registered under the LEED (Leadership in Energy and Environmental Design) program and is designed to achieve a ?silver level? rating. A LEED accredited professional is required on the Contractor?s staff. Use of recycled content materials and implementation of construction waste management and indoor air quality plans are required. Also, the project includes a stand-alone cafeteria facility, Building 4603. The order of magnitude for the procurement is in excess of $10,000,000 and the effort shall be completed within 480 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. This project is full and open competition. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. Award of this project is contingent upon the availability of funds. The NAICS Code and small business size standard for this procurement are 236210 and 31.5M, respectively. The anticipated release date of the IFB is on or about April 07, 2006 with an anticipated offer closing date of on or about May 09,2006. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings on CD will only be sent with a request for the IFB package. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
