- The National Geospatial-Intelligence Agency (NGA) is issuing this Request for Information (RFI) to assist the agency in identifying the potential cost, resources, and timeline required in implementing a Core Financial System that will enable the agency to produce an auditable financial statement. NGA is examining current business practices and processes and seeking to implement process improvements. The agency is looking to evaluate what it needs to invest in implementing, establishing, and maintaining a single integrated financial management system. The financial system must meet all mandatory financial system requirements, laws and regulations that have been established and documented within the Joint Financial Management Improvements Program (JFMIP) managed by the Financial Systems Integration Office (FSIO). The single integrated financial management system must take into consideration the following: Federal legislation; U.S. Code; Statements of Federal Financial Accounting Standards; Office of Management and Budget guidance; Treasury Financial Manual; and Federal Financial Management System Requirements. The single integrated financial management system must have the following functional capabilities: Funds Managements (budget programming, budget preparation, budget authority, budget distribution, and funds control); and Core Financials (general ledger, accounts payable, fixed assets, accounts receivable, payroll, travel, reimbursables, interfaces with DoD financial related site such as Defense Finance and Accounting Service [DFAS] and Defense Travel System [DTS]). Implementation of a Core Financial System will improve the efficiency and quality of NGA?s financial management and financial data. The desired result will provide NGA with an implementation support and integrated single financial system within existing financial databases and services. The capability will give the agency scalable ability to collect accurate, timely, complete and reliable financial data for accountability and contractor of agency financial resources. All responses will be handled in accordance with NGA non-disclosure agreements and the responder?s guidance. This RFI does not obligate or commit NGA to solicit future Request for Proposals (RFPs). Responses will be accepted for four (4) weeks following the publication date and the acceptance will be based on the post mark on the package. The RFI response shall be mailed to: National Geospatial-Intelligence Agency, Attn: Corporate Applications Office (EP), Mail Stop D-141, 4600 Sangamore Road, Bethesda, MD 20816.
