Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFP FOR SOFTWARE DEFINED RADIO REFERENCE IMPLEMENTATION DEVELOPMENT PLATFORM. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to 1) Extend the proposal due date, 2) Revise proposal submittal information, 3) Revise the Delivery Date, 4) Revise the Statement of Work, and 5) Answer questions received before the Question Submittal Deadline. 1) The due date for receipt of offers is extended to 5:00 PM EDT, Tuesday, April 11th, 2006. 2) Offers submitted via e-mail must contain a CC to Karin.E.Huth@nasa.gov in addition to submittal to Daniel.Rodriguez-1@nasa.gov . Information for proposals sent via postal mailing remains unchanged. Offerors are still responsible for ensuring that their respective proposals and e-mails are received. 3) References of a Delivery Date of "thirty (30) days ARO" (in both the Combination Synopsis/ RFP and the Statement of Work)shall read "sixty (60) days ARO." 4) The Evaluation Criteria of the Statement of Work (SOW) has been revised. Item #10 shall be inserted and shall read as follows: The ability to meet a sixty (60) day Delivery Schedule. Additional value will be given to those proposals who can meet a 30 day delivery to NASA GRC. 5) The following questions, submitted before the Question Submittal Deadline, are being answered (questions are paraphrased): Q1: What levels of radiation is NASA interested in for the FPGAs. Also, is there a concern for FPGA parts only? A1: The objective is to have a path to the family of parts for radiation tolerance. A specification of radiation tolerance is not available. Other components specified (e.g. power PC) have a path to a space part. We are less concerned about the DSP as we did not specifically require a DSP in the delivered system. Q2: If an input to the modem is wideband and multiple channels can fit into the band, is this acceptable? A2: The specification calls for a 70 MHz IF for compatibility with other lab systems. A vendor provided downconverter to 70 MHz is acceptable. Q3: The data path for the modulator and demodulator is fully configurable and runs on a C++ processor. The C++ code can be easily modified and may affect other system functions. Do you expect to modify the C++ code? A3: The proposal should provide what reconfigurable capability is provided by the platform and what NASA has access to modify and control. The tools provided with the platform shall allow NASA to reconfigure the operational parameters. Q4: Documentation development to support the lab environment is required for boards built as part of a deployable communications system (i.e.: includes router, RF, and antenna elements). This would be bid as a contract component and be included in the 30 day delivery window. Is it possible to modify the delivery date? A4: The RFP has been modified to accept a longer delivery window up to 60 days. The full system (router and RF) may be considered part of the waveform aspects that are of value to NASA. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 02/27/2006. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
