- The U.S. Army Corps of Engineers, Afghanistan Engineer District seeks to identify responsible potential sources in regards to issuing a solicitation for UXO/Mine Clearance services. The work will include 1) survey and issuance of construction site s urvey reports, 2) de-mining and UXO clearance of construction sites, and 3) contractor provided Certificate of Clearance stating that the site has been cleared of mines/UXOs. The contractor shall be required to comply with International Mine Action Standa rds and the contractor shall be accredited by the Afghan Mine Action Authority and registered with the Afghan Government for mine clearance services. One or more multiple-year Indefinite Delivery Indefinite Quantity contracts may be solicited, with an ant icipated value of approximately $15,000,000 for the program. PROCEDURES: This request to interested parties is for gathering information and is a required component and systematic process to evaluate the interested parties. In order to minimize costs both to potentially interested parties and the Government, this n otice is being issued to request letters of interest and to provide notification of the Governments intent to issue a formal solicitation. Should insufficient credible interest be identified for this action, it is highly likely that no formal solicitatio n will be issued. All interested parties should provide a statement of interest on company letterhead no later than 5 April 2006 to the POC identified below. The statement should not exceed 5 pages and should include, as a minimum, the following informat ion: The firm, either in-house or through association with any qualified consultant(s), must: A) Have the necessary expertise and equipment to perform the type work specified. B) Have personnel who are knowledgeable of and adept in de-mining and UXO remova l, C) Have prior experience working in Afghanistan on mine and UXO clearance projects, and D) can provide evidence of accreditation by the Afghan Mine Action Authority and registration with the Afghan Government for mine clearance services. Interested firms having the capability for this type work, and meeting the criteria stated above, should respond to this notice by providing a point of contact, telephone number, and e-mail address (if available). Respondents should also indicate whether they are U.S. or foreign owned. Submittals are due no later than 1700 hours, local Kabul time, April 5, 2006. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government to the ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associate d with preparing or submitting the information described in this synopsis.
