Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITAITION FOR COMMERCIAL ITEMS ?AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-8. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513 with business size standards of 500 employees. This acquisition is100% small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the distributor and the manufacturer must qualify as a Small Business manufacturer under the NAICS code identified above. The National Institute of Standards and Technology (NIST), has a requirement for an inert ambient glovebox for processing novel/organic semiconductor materials and devices, and performing charge injection and transport measurements. All interested Offerors shall provide a quote for the following line item(s): Line Item 0001 Modular Glovebox System; Two (2) interconnected single sided gloveboxes The system shall meet or exceed the following technical specifications: I. 2 port modular glovebox (left glovebox) a. Mini antechamber mounted on L side b. One (1) internal AC outlet/feedthrough semiconductor materials and devices, and performing charge injection and transport measurements. c. Additional feedthroughs One (1) ISO 100 vacuum flange w/ blank mounted on L side Three (3) KF/QF 40 vacuum flanges mounted on roof Four (4) KF/QF 40 vacuum flanges mounted on back panel Two (2) KF/QF 40 vacuum flange mounted on L side II. 4 port modular glovebox (right glovebox) a. Integrated spinner Programmable with multiple ramp, time, and spin speeds (100 to 8,000 RPM minimum) Capable of spinning up to 4? diameter samples Vacuum chuck(s) (for 4?, chip, and unsymmetrical samples) b. Integrated mini vacuum oven Capable of handling up to 4? diameter samples Room temperature to 300 deg. C External temperature controller Interlocked electrical outlet for dedicated vacuum pump c. Mini antechamber mounted on L side d. Large pass though door on R interior side (ISO 250 or ISO 300 flange with Aluminum flange blank, o-ring/centering ring and clamps on the exterior side). e. One (1) internal AC outlet/feedthrough) f. Additional feedthroughs Three (3) KF/QF 40 vacuum flanges mounted on roof Six (6) KF/QF 40 vacuum flanges mounted on backside Two (2) KF/QF 40 vacuum flanges mounted on R side III. Large ?T? antechamber with sliding tray and pass through doors interconnecting the gloveboxes IV Gas Purification Gas purification system providing for < 1 ppm H2O and O2, with automatic valves, blowers, filters, and dedicated vacuum pump. a. Solid state O2 analyzer. b. Solid state H2O analyzer. c. External solvent removal system. d. Automatic purge valve. e. Box isolation valves on both gloveboxes V. Equipment must be compatible with NIST existing glove boxes, MBraun Gloveboxes, single sided 1.2m/.78m deep. Installation/Training/Warranty a. The contractor shall schedule and facilitate installation/set-up and one (1) training session for two (2) staff members at NIST. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and demonstration of performance specifications, but shall be completed no later than 10 days after delivery. b. Quotation should include a one-year warranty. This warranty must cover non-consumable parts and travel/labor on-site should this become necessary within the warranty period. Proposal Evaluation: The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability (factor meet or exceed technical specifications) 2) Past Performance, 3) Past Experience, and 4) Price. Technical Capability, Past Performance, and Past Experience, when combined, are more important than Price. Award will be made on a best-value basis. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the technical approach and capabilities which CLEARLY DOCUMENTS that the offered product(s) will meet or exceed the specifications stated above, and is/are compatible with NIST existing equipment. Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b) (10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least three (3) references to which the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Experience will be evaluated to determine the degree of vendors' experience in successfully providing same or similar products. Information on past experience may be obtained from references. If paragraph (j) of the provision is applicable, a written submission is required. All quotes shall be received not later than 3:30 PM local time, on March 30, 2006 at the National Institute of Standards & Technology, Acquisition and Logistics Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-3571, Attn: Tye Gibson. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed quotes will NOT be accepted. ***
