- Description
- THE PURPOSE OF THIS MODIFICATION IS TO PROVIDE MORE SPECIFICITY AND TO EXTEND THE RESPONSE DATE. The U.S. Department of Commerce/NOAA intends to negotiate a 90-day sole-source extension of an existing contract (50DGNW-1-90004) with Sypris Test & Measurement, Inc., Orlando, Florida for continued on-site mobile calibration of Test, Measurement, and Diagnostic Equipment (TMDE). The period of performance will be 1 April 2006 through 30 June 2006. This extension is being provided until the completion of the competitive follow-on process. The three (3) categories of TMDE that may be presented by the Government for calibration include: NEXRAD CONUS (Contiguous United States) TMDE, Miscellaneous CONUS TMDE, and Miscellaneous Outside CONUS TMDE (see Attachment 1 for specific model numbers). The TMDE are located in 38 sites in CONUS and 2 sites outside CONUS - one in Tiyan, Guam and one in Lihue (Kauai) Hawaii (see Attachment 2 - Calibration Schedule). The CONUS sites average about 54 items of TMDE (approximately 37 NEXRAD, 17 Miscellaneous). Approximately 40 TMDE items are in Tiyan and 15 in Lihue (approximately five (5) NEXRAD, the rest Miscellaneous). The vendor must provide and use a self-contained, generator powered mobile calibration facility at the CONUS sites because there is no room in the Government facilities to bring in calibration equipment and the TMDE must be readily available for immediate Government use. Vendors who believe they can satisfy the Government=s requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, commercial purchase order is contemplated for this effort. Affirmative written responses must be received by close of business 27 March 2006. See Note 22.
