- REQUEST FOR INFORMATION NOAA?s Center for Operational Oceanographic Products and Services (CO-OPS) is issuing this Request for Information (RFI), to assist CO-OPS in drafting a Request for Proposal (RFP) for re-engineering and expanding certain software systems that CO-OPS uses to collect environmental observations and to manage its observing equipment. CO-OPS will not be awarding a contract as a result of this RFI. This RFI contains preliminary information to serve as a vehicle for CO-OPS to gather information about similar projects that have been accomplished and the practices that have been applied to produce high quality software systems of similar scale and complexity. This information will be used to help determine the requirements for the RFP in terms of scope, project organizational structure, deliverables management, software lifecycle management, technical requirements and contract cost structure Technical and background information is contained in the attached document entitled ?Support of the CO-OPS Computer Based Information Systems.? Interested parties should review this material to determine whether sufficient information is contained in it to develop a technical work plan and budget to meet the requirement. Or, should the document be modified for clarity, expanded to provide more information, or changed in other ways to enable the preparation of a responsive technical proposal and budget. Current estimates are that the period of performance should be approximately 3 years from date of award. Interested firms with capability to provide the services described in the attached document are invited to e-mail the technical point of contact, Andrea Hardy, at andrea.hardy@noaa.gov with a response. Suggestions, recommendations and questions are welcome and should be provided no later than April 14, 2006. There will be no acknowledgement by the Government to responses to this Request for Information. If a response generates further interest, you may be contacted.
