Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Dugway Proving Ground, Directorate of Contracting is contemplating a sole source procurement with Space Electronics, LLC; 81 Fuller Way; Berlin, CT 06037-1540 for the purchase, delive ry, and installation of a mass properties instrument for the West Desert Test Center located at U.S. Army, Dugway Proving Ground, Utah installation. Pursuant to 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible source and no other type of supplies, services, and/or equipment will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requirements. If no responses are received, the Government will proceed with sole source negotiations with Space Ele ctronics, LLC. This combined synopsis and solicitation for the following commercial items and services: (CLIN 0001) Mass Properties Instrument; MFR PART NR: KSR 330-60; (CLIN 0002) Clean Dry Air Supply; MFR PART NR: SE9766; (CLIN 0003) Low Tare Table; MF R PART NR: SE9603; (CLIN 0004) Grounded Mounting Plate; MFR PART NR: SE9612; (CLIN 0005) Singel Riser Shroud MFR PART NR: SE9606; (CLIN 0006) Equipment installation as provided in the following statement of work. This statement of work describes the minim um Government requirements for non-personal technical, maintenance and administrative services, which are required for the installation and regular annual maintenance of a Mass Properties Instrument which will be located at the West Desert Test Center, U.S . Army Dugway Proving Ground (DPG), Dugway, Utah 84022. This contract is to replace the Mass Instrument that was installed in 1984. The Mass Properties Instrument will be used to support various upcoming tests at Dugway Proving Ground. Work Location: I nstallation and maintenance of the Mass Properties Instrument will be performed at the area known as Carr Facility, within building 3208, Dugway, Utah. It will be the responsibility of the contractor to bring the necessary tools and analytical equipment t o perform the work. The contractor is responsible for transportation from his place of business to Carr Facility and back again. Work Requirements: The current Mass Properties Instrument along with all its accessories will be removed by the contractor p rior to installation of the new instrument and accessories. The contractor will prepare a block of instruction to allow a minimum of 10 people to learn the operation of the new instrument. The contractor will not leave until a test of the system is made and all equipment is functioning to the satisfaction of the government. Upon arrival at Dugway Proving Ground, the instrument will be installed and class taught within one week unless other arrangements are made. There will be arrangements made for the c ontractor to return one year from the time of installation to perform annual maintenance of the system. Further need for annual maintenance will be determined at that time. (CLIN 0007) Personnel reporting system requirement in accordance with Department of Army policy. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ W911S6-05-T-0052.
