Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) has been tasked to assist in the procurement of an advanced communications system for navy units including submarines. The communications system, the Navy Advanced Extremely High Frequency (AEHF) Multiband Terminal (NMT), is currently in the downselect phase of the program. NUWCDIVNPT intends to award on a sole source basis, a Firm Fixed Price type contract to Linquest Corp. for technical support to assist in this downselect process because Linquest has subject matter expertise in Extremely High Frequency (EHF) terminal configuration and operations. There are currently no other contractors or government personnel available with the EHF/NMT expertise and knowledge of the system that can perform the requested analysis and review while meeting cost, schedule, and performance requirements. A technical evaluation of the proposals submitted concerning the design, fabrication, assembly, integration, documentation, testing and delivery will be conducted. Due to the complexity of this procurement, an unusually large team is required to complete this evaluation and a sufficient number of government personnel with required expertise are not readily available. Contractor support personnel will be used as non-voting members. The Statement of Work (SOW) contained in the solicitation will identify the technical support that the contractor shall accomplish. The solicitation will be released on or about 04/05/06. The level of effort is for 703 man-hours and the period of performance will be six (6) months. All other timely offers will be considered.
