Description
This is a Presolicitation Notice and a follow up to the previous posted Sources Sought Notice for this RFP. USAID/Colombia, Office of Democracy and Governance, anticipates award of a two year contract with options for three-one year extensions for the Human Rights Strengthening Program. The objectives with regard to human rights (HR) are: strengthening independent oversight capacity and accountability of public sector entities (State); improving government capacity and HR public policy; fostering a culture of human rights, and strengthening civil society?s role and capacity to promote sound public policy, robust dialogue and accountability. Supporting and advancing GOC, State and civil society initiatives to prevent, protect and respond to emerging human rights threats and abuses; the program component areas are: 1. Strengthening national and local capacity for prevention of core Human Rights abuses; this includes support for GOC as well as organizations exercising independent oversight roles; e.g. Office of Inspector General (IGO- Procuraduria); National Ombudsman Office (Defensoria del Pueblo), and civil society organizations (CSOs). 2. Protection of Individuals and Communities 3. Enhanced capacity for public policies, monitoring and accountability 4. Empowering Civil Society to Accompany Human Rights Strengthening Processes. 5. Promotion of Victims? Rights in Truth, Justice and Reparations 6. Program Modifier/Rapid Response Mechanisms supporting the above. For all of the above, assistance will be emphasized in extending HR services to conflict affected areas and other vulnerable populations. The USAID program should be programmatically positioned and structured to respond to unanticipated events impacting on achievement of HR objectives. The estimated ceiling amount of the contract, including the Program Modifier, is expected not to exceed $38 million over five years, including options. Within that amount, the Program Modifier shall not exceed $700,000 over the first two years. The RFP will be posted on the FEDBIZOPPS web page (i.e., www.fbo.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor. No phone requests will be accepted, no RFPs will be available for pick-up, and no walk-ins will be allowed.
