- The National Assessment Governing Board (NAGB) is seeking a contractor to design and implement a procedure to produce recommendations for setting achievement levels for the National Assessment of Educational Progress (NAEP) for economics at the twelfth grade level. The Governing Board invites proposals to implement standard setting methodologies and procedures that are appropriate to the assessment and consistent with NAGB policies on achievement levels. (Please refer to www.NAGB.org for more information.) The procurement is for identifying well-informed and well-qualified panelists to engage in a process of extensive training for making informed judgments regarding the cut scores to represent performance of twelfth grade students on the economics NAEP at the Basic, Proficient, and Advanced levels of achievement. In addition, proposals will need to identify a methodology for selecting illustrative items to use in reporting student performance relative to the achievement levels. Finally, the proposal will need to identify a procedure for collecting evidence to support the validity of the achievement levels. The Governing Board will determine the achievement levels definitions to be used in the achievement levels-setting process, so no additional work will be required for the definitions. Scoring and scaling procedures will be completed in time to allow use of data from the 2006 assessment for the achievement levels-setting process. In summary, the procurement is to design and implement a procedure to recommend Basic, Proficient, and Advanced achievement levels for the 2006 NAEP in economics for grade 12. Recommendations based on two outcomes of the process are required: cut scores to represent the achievement levels on the score scale and items to illustrate performance of students with respect to the achievement levels. The period of performance will be at least 12 months: approximately July 3, 2006 - July 2, 2007. All requests for the proposal (RFP) shall reference the RFP number above. In response to telephone, fax, or written requests, NAGB will send copies of the RFP by regular U.S. Postal Service mail on or after April 7, 2006. Copies may be picked up at the Contracting Office Address on or after the release date.
