Description
REQUEST FOR QUALIFICATIONS The downstream fish passage measures of the Northwest Power and Conservation Council (NPCC) Fish and Wildlife Program include flow augmentation and voluntary spill to mitigate for the effects of the Federal Columbia River Power System (FCRPS) on anadromous and resident fish. The program also includes monitoring and evaluation to assess the progress in accomplishing the biological objectives of the program at a basin-wide level. A Fish Passage Center (FPC) was included in the mainstem program (NPCC 2003). The primary purpose of the FPC has been to provide technical assistance and information to Fish and Wildlife Agencies, Tribal Fish and Wildlife Agencies and the general public on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. Pacific Northwest National Laboratory (PNNL) was selected by the Bonneville Power Administration (BPA) to develop and provide a process for responding to requests for technical analysis. The process will incorporate rigorous peer review to ensure the highest standards of data quality and scientific integrity are met for technical products delivered to regional managers and researchers. The peer-reviewed technical analysis products that result will provide information to fisheries managers on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem, as well as implications for resident fish. PNNL is seeking to establish a pool of qualified individuals to serve as Technical Analysts and Technical Reviewers. The following is a brief description of the responsibilities for each category: Technical Analysts: Individuals are needed to conduct technical analyses relating to fish passage and the operation of the Federal Columbia River Power System (FCRPS). These requests will involve analyses concerning alternative operational scenarios or other management actions and their influence on the passage or survival of juvenile and adult salmon, steelhead, and resident fish. Analyses will require the integration of passage, survival, operational, and environmental information to analyze, summarize and interpret fish passage data, as well as data available from other sources to address basin-wide as well as project-specific fish passage issues Technical Reviewers: Individuals are needed to participate in a peer review panel for the products produced in response to technical analysis requests. The peer reviewers would be expected to respond to a written request for review of a technical analysis product. Those reviewers will prepare a report that describes the nature of their review and their findings and conclusions. That report would critique the product on how well it addresses the objectives of the original request and suggest ways to clarify assumptions, findings, or conclusions. The report would also identify oversights, omissions, and inconsistencies. When needed, the report would include comments and recommendations to the analyst for incorporation prior to final approval by reviewers and release of the product to the requestor and the public. Interested parties that wish to be considered for both roles should indicate the position they prefer, because an individual will not be allowed to serve in both roles.
