RQM No: QEW60011 Solicitation Number: NHLBI-PB-(AR)-2006-156/BNJ Solicitation Type: Noncompetitive Suggested Source: BIOREVIEW,Inc. Title: Preparation of statements for grants. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSAL WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intend to negotiate and award a purchase order on a noncompetitive basis to BIOREVIEW Inc., 6001 Montrose RD, Rockville, Maryland 20852, to provide services for the preparation of summary statements for grants. NIH is in the process of filling one remaining SRA FTE position. The added staff is relatively new to NIAMS or NIH and inexperienced with the mechanisms of grants and contracts proposals of NIAMS initiatives, especially the large and complex center mechanisms that the RB is handling in several recent and upcoming review events. BIOREVIEW, Inc. has conducted business with the NIAMS/Extramural Program review Branch since 1994 (Ref: PO#?s 263-MD-211573 & 263-MD-502798) and has demonstrated expertise and experience in assisting the SRA to accomplish the task effectively in attending peer review meetings, preparing summary statements for the different applications submitted in response to various FRA?s, Pas and other grant applications. Based on the unique requirements and understanding of the review process a NIAMS, particularly as it relates to the various grants and contract mechanisms, there is no other organization/individual who has the in-depth knowledge of the science, process and unique format for drafting scientific summary statements for the wide variety of K,T,R and P grant applications and the Technical Evaluation Reports for Contract proposals. With this experience, BIOREVIEW, Inc. is uniquely qualified to fulfill the needs of the statement of work. BIOREVIEW, Inc. has worked with other ICs at NIH to include NIAMS, and has the necessary experience and training in peer review procedures and policy to assist with a review of this magnitude, complexity, and sensitivity. Period of Performance: The proposed period of performance for this service is (April 3, 2006 through September 30, 2006). This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirements are not applicable simplified acquisition. The North American Classification System (NAICS) applicable to this requirement is 541690. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; firm fixed priced documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification; and a proposed plan. The submission is due on April 2, 2006, 5:00 pm. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
