Description
On September 30, 2002, the Department of Health and Human Services (HHS), Program Support Center (PSC) awarded a nine year contract for the Administration for Children and Families (ACF) to Mathematica Policy Research, Inc. located in Princeton, NJ (Contract #233-02-0056). The contract is for the development and evaluation of demonstration projects, meeting guidelines and specified performance benchmarks developed under the contract, to strengthen relationships and marriages among low-income unwed parents; the Building Strong Families project. The contract includes an activity to provide for funding the operation of demonstration services and activities at the selected evaluation sites if authorized by the Government. It is the Government?s intent to modify the contract to increase the effort involved in supporting the implementation and operation of demonstration programs. The Government intends to negotiate with the current Contractor, Mathematica Policy Research, Inc. Mathematica Policy Research, Inc. is the only contractor that can provide the activity since they possess the skills, specific knowledge and resources to perform the tasks. It is in the best interest of the Government, and is the stated intent of the contract, for the current contractor to support the development and operation of the demonstration services, provide the technical assistance to those programs, and evaluate the programs? impact. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1) ; only one responsible source and no other supplies or sources will satisfy agency requirements. As the current contractor, Mathematica Policy Research, Inc. is uniquely situated to provide the required services. The Government intends to proceed with a contract modification to Mathematica Policy Research, Inc. 45 days after publication of this notice. No solicitation package is available for this requirement. Therefore, requests for such documents will be considered invalid responses. See Numbered Note 22.
