- This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Coast Guard Engineering Logistic Center has a requirement HSCG40-06-Q-40684 for the following part. 1. HORIZONTAL PROOF TEST MACHINE, Horizontal proof test machine, 150,000 lbs capacity, free standing, and overall length 60 feet of two 30 feet sections or three 20 feet sections bolted together with frame able to withstand 100% full capacity breading load test. Minimum pull pin to pin of 51 feet Adjustable speed electric hydraulic cylinders. Main cylinder rated to 150,000 lbs pull to include a load cell calibrated to within plus or minus 1% or better. Calibration of load cell not to be password protected. Speed of cylinder o less than 36 inches per minute, cylinder stroke no less then 48 inches. Machine must have hydraulic guards. Auxiliary cylinder or Main cylinder capable of pulling 2,000 lbs to 50, 000 lbs with accuracy calibrated to within plus or minus 1% or better. Electric Motor rated for 7.5 HP or greater powered by 220/440 vac, 3 PH 60 hz , 26/13 amps. Computer software (computer, monitor & printer to digitally monitor all operations to show in a split screen display live loads on one display and peak loads on the other . Software capable of creating .PDF files for ?Certificate of Testing? with NO licensing fee. On site advise during installation setup. Calibration of load cells upon installation and test demonstration by vendor to prove machine will perform all functions and required accurate testing from 1,000 to 150,000 lbs. Vendor to provide on site training, two manuals containing instructions for operating the system, using the software, troubleshooting the software and machine, maintenance schedule of equipment and a parts list. (Qty 1each). Award must be made within 45 days of this announcement. The award for this requirement will be based on a best value decision. Price and delivery are the evaluation factors. This is a commercial item acquisition subject to the evaluation process outlined in FAR 13.106. Quotation shall include, proposed delivery in days. The company?s Tax Identification number and Duns number must be filled out. The offeror must also fill-out and return FAR Clause 52.212-3 Offeror Representations and Certifications-Commercial Items. (JUNE 2003). Quotations shall be received no later than April 12, 2006, all responsible sources may submit a quotation, which if timely received shall be considered by this agency. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC-2001-26, and FAR subpart 4.12 ANNUAL REPRESENTATIONS AND CERTIFICATIONS, the use of ORCA is mandatory as of January 1, 2005. ORCA is available through Business Partner Network (BPN), www.bpn.gov Contractors will use ORCA to electronically submit annual representations and certifications (REP &CERTS). Contractors will no longer be required to submit hard copies of ORCA, they must have Central Contractor Registration (CCR) record and a marketing partner identification number (MPIN).
