Description

THIS IS A SOLE SOURCE SYNOPSISThe 45th Contracting Squadron has a sole source requirement to monitor an endangered species on Cape Canaveral Air Force Station (CCAFS), FL to comply with a Biological Opinion (BO) issued by the US Fish and Wildlife Service. In 1987, the Florida Scrub Jay (FSJ) was added to the list of threatended and endangered species. In 1990, the US Fish and Wildlife Service issued a BO that required the 45 SW to monitor the population of FSJ on CCAFS. Field work will begin 1 Apr 06 and conclude on 28 Feb 07. This is a Sole Source with Florida State University, IAW FAR 6.302-1. Florida State University is the only source capable of fulfilling the government?s requirement due to their prior work in the past, they possess the knowledge of survey techniques, locations of breeding populations and how the groups are formed. No solicitation documents exists at this time. This item/service utilizes Standard Industrial Code (SIC) 8299 with a business size of $6.5M and North American Industry Classification System (NAICS) code of 611710. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCAA has determined that Florida State University is the only source capable of providing this requirement.
