- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is issued as a Request for Proposal (RFP). Th e combined synopsis/solicitation number is W91ZLK-06-T-0327. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification Sys tem (NAICS) Code 334516 and the Business Size Standard is 500. Description of requirements: The contractor shall provide a Item 1 Qty of 1 Direct Analysis in Real Time Mass Spectrometer: Required Specifications of the DART and Supporting Hardware:The ion source must totally integrate with the AccuTOF mass spectrometer The ion source must be software controllable. The software must be easy to use. It will have a single large on/off button, a single ion polarity selection button, and a button to ignite the electrical plasma. An options button will reveal another menu that contains operational details (gas flow, gas type, temperature, and control schematic). Data file opening and data saving will be controlled by another two separate buttons. It must have a minimum of three gas inlets that are computer controlled, It must demonstrate that it can ionize a minimum of one (1) microgram of chemical agent VX on porous concrete and on aluminum foil with a minimum signal-to-noise ratio of 1,000. The above reference d part numbers are those of Jeol and are being solicited on a Brand Name or Equal Basis. The above characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an equal product, the brand name of the product to be furnished shall be inserted on the proposal. Acceptance shall be at Destination. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered.
