Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research Development and Engineering Command intends to award a non-commercial, indefinite delivery, indefinite quantity (IDIQ) contract to develop fuel cell technology and establish a rel ated educational and R&D capability at the university level. The primary purpose of this program is to develop small lightweight fuel cell technology for military Unmanned Aerial Vehicle (UAV) and robotic applications that will support their extended missi on requirements in any combat environment, and establish related R&D and educational capabilities that will provide the government additional sources of university expertise. The first task is to develop the first generation of light weight fuel cells to e nhance power systems for UAV and robotics applications. The anticipated future tasks include optimizing the developed first generation fuel cells and development of fuel cells as replacement for battery chargers, developing fuel cells to replace Auxiliary Power Units (APU), and setting up a pilot production to manufacture lightweight fuel cell for Department of Defense application. During these tasks, the university will also be developing its related R&D and educational capability in a parallel effort. AAT D intends to award one, cost-plus-fixed fee, IDIQ contract with an anticipated award date of May 22, 2006. The estimated maximum value of the contract will be $16 million. Individual task orders will be issued. The minimum order value will be $500,000 and will be obligated concurrently with award of the IDIQ contract. This acquisition will be procured in accordance with 10 U.S.C. 2304(c)(3) as implemented by FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services; (a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. No solicitation will be issu ed. The intended source is Chicago State University (CSU), a minority institution located at 9501 South King Drive, Chicago, Illinois 60628-1501. Alpha contract negotiations, appropriate for sole source requirements, will be limited to CSU. The contract te rms and conditions will be developed jointly between AATD and CSU. The overall period of performance for the IDIQ contract is five years with no options. The applicable North American Industrial Classification System (NAICS) code is 335999 and the size st andard is 500 employees. This notice is not a request for proposals; however, all responsible sources may submit a proposal, which will be considered by AATD. Proposals submitted in response to this notice are due no later than May 8, 2006, 2:00 p.m. EST.
