Description
This Procurement will be conducted under FSC Code: B510, SIC Code: 8999, NAICS Code: 541620-Environmental Consulting Services. The size standard for this code is $6,500,000.00. Information about the time and location of the pre-proposal conference will be found in Section L of the solicitation. TYPE OF AWARD: The Government intends to award up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price (FP) Contracts with a total combined and cumulative capacity not to exceed $10 Million over a possible five-year period (one-base year and four option years). The Government anticipates there will be one (1) small business award and two (2) unrestricted awards. The acquisition method is negotiated procurement. These IDIQ contracts are anticipated to be awarded on or about 10 July 2006. A technical proposal and a cost/price proposal will be required from all offerors. Large business firms selected will have to comply with FAR clause 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcont ract. All responsible sources may submit an offer which shall be considered by the agency. JOB DESCRIPTION: The contract will provide studies, analyses and report & document preparation relating to the Corps Planning Process for various programs within the South Pacific Division (SPD) boundaries. SPD boundaries include all or portions of AZ, CA, CO, NM, NV, OR, UT and WY. All services required under this contract shall be described in a task order with an individual scope of work which may include, but not necessarily be limited to, the following types of tasks: (a) studies and analyses of proble ms and opportunities, constraints, formulation of measures and alternative plans, comparison of alternatives, and recommendations; (b) preparation of documents such as reconnaissance, feasibility, and post authorization reports NEPA and/or CEQA document; ( c) preparation of documents relating to compliance with applicable Federal, state and local environmental laws and regulations; (d) development of mitigation and monitoring plans (e) formulation of ecosystem restoration plans; (f) economic analyses using C orps guidance and procedures; (g) using Geographic Information Systems (GIS) to store, access and display data and information; (f) cultural resource studies and documentation. The Contract shall provide or obtain professional expertise in all disciplines, facilities, equipment, materials and labor to provide the planning services described in the Scope of Work (SOW) contained in each individual FFP task order. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acqu isition.army.mil/asfi/) and the FedBizOpps (FBO) website (www.fbo.gov) once the solicitation is issued. The hyper-link will not appear as a website address, but as text as follows: 'Available online via the FedTeDS (Federal Technical Data Solution) websi te.' Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing th e solicitation documents.
