Description

This is a notice of intent to negotiate with Cutting Edge Optronics, Inc., 20 Point West Blvd., St. Charles, MO 63301-4430, on an other than full and open competitive basis for the procurement of Engineering and Technical support services for the Repair & Upgrade of a Nd: YAG Laser System Model SM-2515 currently located at NGST-CEO?s St. Charles, MO facility and an upgrade to an additional SM-2515 unit still at the NAVAIR facilities in Patuxent River, Md. The Naval Air Systems Command has a requirement to repair and upgrade one unit which will consist of replacing the damaged oscillator Nd:YAG slab gain module with a rod based Nd:YAG gain module containing new laser diode bars. The laser systems repetition rate will be increased from 500Hz to 700Hz and the system will be re-optimized at that operating level. At the time of the purchase, the laser systems were custom designed and built for NAVAIR by Cutting Edge Optronics, Inc., a wholly owned subsidiary of Northrop Grumman. CEO is the developer of the proprietary design and therefore is the sole source capable of providing this engineering support. As a result, this requirement will be negotiated in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Note 22 applies.
